No - significant new material was presented. The main purpose ofthis meeting was for the Forum to reach consensus on staff recommended actions on Phase Two of the Paso Robles Groundwater Basin Study. The first phase dealt with water quantity-how much is in the basin,where are the sub- basins located,where does the water originate and how does it flow?The second phase is to determine water quality-how"good"is the water,what are the impurities,how dangerous are the impurities for human consumption or for agricultural use, is water quality consistent throughout the basis-if not, where are the differences located? The Phase Two Study has not yet been funded by the Board of Supervisors. The intent of this agenda item was to have Forum members agree on the program they want to see fimded by the Supervisors. It was agreed that the Phase Two study was necessary and should be pursued. It was also agreed that the time should be specific-funds should be allocated in the 2002-2003 budget-'in other words, as quickly as possible. The content of the Phase Two study was more elusive and action on this issue was postponed until June. Considerable discussion centered on the question of a"sole source"bid or a more conventional open bid procedure. Everyone was pleased with the work of the work of the Phase One consultants and the sense of those present was if the same consultant could continue the work that the work could move along faster. Staff will prepare language what conveys the Forum's sentiments to the Board The meaning of all of this for San Luis Obispo is that two more years of work will be necessary before North County water purveyor feel that they have sufficient hard information for them to make decisions. In the meantime, continued discharge of wastewater heavily laden with sah continues to deteriorate the quality of their basin's waters. We will probably need to get into some serious discussions as to whether we two years to make our decisions on the source of our suipplemeutal water n FiEGEIVE� NAY SLO CIN CLERK
