SUBJECT: Council Liaison Subcommittee Assignments 2003
RECOMMENDATIONS:
Approve Council Liaison Subcommittee assignments for calendar year 2003 as listed in
Attachment 1.
DISCUSSION
Council Policies and Procedures and the Advisory Body Handbook prescribe the method of
Council Liaison Subcommittee assignments:
The Mayor and Vice Mayor shall submit recommendations to the full
Council rotating nominations for Council Member Subcommittees, thereby
ensuring an opportunityfor each member to serve as liaison at least once on
each advisory body when possible. When terms of office do not allow each
member to serve once, members with greatest seniority shall have first right
of selection (CP&P 6.5.2,ABH III, C, 6).
As in past practice,we have not recommended automatic rotation for all technical and regional
committees, allowing continuity where appropriate as well as permitting Council Members to
develop a higher level of expertise for some of the more complex committees.
After receiving a list of preferences from all Council Members and reviewing the past.several
years' appointments, Mayor Romero and Vice Mayor Mulholland recommend the Council
Liaison Subcommittee assignments as outlined in Attachment 1.

ACTION: Moved by Settle/Schwartz to appoint Council Member Christine
Mulholland as Vice Mayor to serve a one-year term commencing upon appointment;

PRESENTATIONS
Mayor Romero introduced Joan Miles, Chair of the Family of the Year Committee,who
introduced Joe Holliday and family,the recipient's of this year's"Family of the Year"award.
The family presented the perpetual plaque that hangs in City Hall to the Council.
Mayor Romero presented the proclamation to Kevin Patrick Sullivan for Poet Laureate for
2002.
PUBLIC COMMENTS
Lionel Johnson expressed a desire to see a vegetative planting program implemented at
Whale Rock Reservoir for the purpose of protecting this resource against erosion.
Gary Fowler reported that large trucks being used by the County's contractor for hauling
materials in and out of the new County Government Center worksite are being parked in the
middle of the street during the night.in the Palm Street/Grand Ave.area. He suggested that
the Police Department should be informed of this safety issue. Staff will follow up with City
and County staff.
Kelvin B Harrison,San Luis Obispo, reiterated claims of harassment and discrimination.
Deborah Holley, Downtown Association Administrator, urged the Council to approve
Consent Item 6 and encouraged the Council to come to the "Grand Tree Lighting" in
Mission Plaza the evening of December 41.

C5. PURCHASE OF SANDRA KAY JOHNSON'S"HEY. DIDDLE-DIDDLE"SCULPTURE
FOR THE`CITY'S PUBLIC ART COLLECTION.
ACTION: Moved by Settle/Mulholland as recommended by the Public Art Jury and
the Architectural Review Commission (ARC),to authorize the purchase of Sandra
Kay Johnson's"Hey,Diddle-Didd)e"bronze sculpture for the City's Public Art
collection and allocate$8,250 from the Public Art In-Lieu funds to cover expenses
associated with the purchase, installation and dedication of the piece; motion
carried 5:0.
C6. EMPLOYMENT CONTRACT FOR DOWNTOWN ASSOCIATION PROMOTIONS
COORDINATOR.
ACTION: Moved by Settle/Mulholland to adopt Resolution No.9394(2002 Series)
approving a contract of employment.between the City of San Luis Obispo and the
Downtown Association Promotions Coordinator; motion carried 5:0.
C7. FINAL MAP APPROVAL FOR TRACT 2372-A 15 LOT SINGLE FAMILY RESIDENTIAL

Mayor Romero opened the public hearing.
Steve Barasch,applicantlappellant, used visual aids to demonstrate the existing conditions
on the properly and to show other properties with similar occupancy concepts in the City. He
spoke to the merits of the appeal.

Staff responded to Council questions. Individual comments followed.
Council Member Settle commented that he would support the Planning Commission
recommendation and the public who spoke in favor of denying the appeal. Council Member
Ewan concurred,adding that the property could handle another unit but this application is
pushing the envelope too far. Vice Mayor Mulholland also spoke in opposition to the
proposed project and,further,suggested to the applicant.that it would be more genuine to
request a rezoning. Council Member Schwartz remarked that the proposed project is
incompatible with the single family zoning concept.
Mayor Romero asserted that the property is suitable for student housing because it is at the
edge of a residential area right near the freeway, but observed that the proposed project is
inconsistent with the high occupancy ordinance. He stated that.he would reluctantly
concur with the remainder of the Council.
ACTION: Moved by Settle/Ewan to deny the appeal and the request for a high-
occupancy residential use permit, based on the Planning Commission
recommendation,with modified findings provided by staff; motion carried 5:0.
Mayor Romero called a recess at 8:40 p.m. The meeting reconvened at 9:00 p.m.
3. MINOR SUBDIVISION WITH EXCEPTIONS TO LOT DEPTH AND SETBACK

Council Member Settle voiced opposition because it will impact the existing neighborhood.
Vice.Mayor Mulholland agreed,adding that the proposal is not appropriate nor is it infill.
Council Member.Ewan observed that the"flag lot tool" is becoming more difficult to use
because there is growing concern about who will occupy the house,which is unfortunate.
Mayor Romero argued in favor of approving the application because there are already flag
lots in the neighborhood. He pointed out that the only question is whether or not to grant
the exceptions.
ACTION: Moved by Settle/Mulholland to adopt Resolution No.9399(2002 Series)to
deny the tentative map; motion carried 4:1 (Romero).
BUSINESS ITEMS
4. ACCEPTANCE OF A$75.000 DONATION FOR THE PURCHASE OF ELIZABETH
MCQUEEN'S SCULPTURE PUCK AND APPROPRIATION OF FUNDING FOR PUBLIC
ART INSTALLATION.
Assistant to the City Administrative.Officer DeJarnette presented the staff report and
responded to questions from the Council.

Karen Kile.Executive Director of the San Luis Obispo Art Center,spoke in favor of the
recommendations and expressed a desire that the donors be given the opportunity to provide
input on the location for Puck.

ACTION: Moved by Settle/Mulholland 1)As recommended by the Public Art jury,
adopt Resolution No. 9400(2002 Series) accepting a monetary donation of$75,000
from citizens in the community for the purchase of Elizabeth McQueen's sculpture
Puck for the City's Public Art collection. 2)Appropriate up to$15,000 from the
Public Art In-Lieu account to complete funds needed for the purchase, installation
and dedication of Puck. 3)Authorize staff to proceed with the purchase of Puck. 4)
Appropriate$3,300 from the Public Art In-Lieu account to pay for installation costs
associated with Carol Paulson's mural on Marsh Street Parking Structure
expansion; motion carried 5;0.
COMMUNICATIONS
Vice Mayor Mulholland spoke regarding the Monterey Bay National Marine.Sanctuary(see
memo on file in the Office of the City Clerk).She recommended a letter to reaffirm the City's
support of the Sanctuary and in support of establishing a committee that will research the
formation of an independent sanctuary.The City Attorney agreed to draft a letter for the
Mayor's signature.
