Approve plans and specifications for " Johnson.Ave Railroad Overcrossing—Seismic Retrofit, Specification No. 99232B." 2. Appropriate$9,000 in additional Grant Funding. 3. Authorize staff to advertise for bids. DISCUSSION Background In 1957, the City constructed the Johnson Ave underpass in conjunction with the railroad. The agreement at that time provided for the City to maintain the substructure, the supports for the bridge, and the railroad would maintain the superstructure. Since that time, the State has completed various inspections for the structure as they do on most of our bridges. In 1997, the City received a letter from the State Department of Transportation, Caltrans, that they were in the process of completing plans for a seismic retrofit of the bridge under the provisions of Senate Bill 36X. The letter indicated the City's role would be completion of the environmental documents and management and inspection of the construction phase. Caltrans hired the company of Buckland & Taylor to do the design for the retrofit of the Johnson Bridge. A set of plans was sent to the City to process. The City sent those plans to the railroad for approval. The railroad did not approve the plans and the project was sent back to Caltrans for redesign. The program funding for Caltrans ran out at the end of February 2001 without final design approval by the railroad. However, the program did allow the City to obtain funding and continue to pursue a new design acceptable to the railroad company. The City obtained the design funding for the project and hired the firm of Buckland & Taylor to complete the design work. That design work was completed and the project reviewed and approved by the railroad. The construction will consist of building four steel "blocks" which will mount to the bridge support walls just below the bridge deck. Essentially, the blocks are there to catch the railroad bridge deck should it come off the bridge walls in an earthquake. CONCURRENCES The project was reviewed by the Cultural Heritage Committee and determined to be consistent with the City's Historic Preservation Guidelines with direction to Community Development to approve the project as proposed. Community Development Department has given this project a �3 - I Council Agenda Deport—Johnson Ave Railroad Overcrossing—Seismic Retrofit Page 2 categorical exemption. The Federal Environmental document has been completed as a Categorical Exemption. FISCAL IMPACT The 1997-99 Financial Plan, Appendix B, page 70, identifies $ 37,000 to support this project. The project design and construction are funded one hundred percent through a combination of Federal and State fiinds. When the City took on the project, design was funded through the overall project account as there were adequate funds to cover it. The project now needs an additional appropriation of grant funds to complete the project funding. Staff submitted the request for construction funding to the State. The funding was approved November 27`i'.
