Re: SLOCOG/SLORTA meeting December 4, 2002,
The media have already pretty well covered the significant news from this meeting.
Housing numbers. After considerable debate and re-hashing of the RHNA housing units
numbers,the COG Board voted to accept the newly re-worked numbers presented by
COG staff given their analysis of EDD's reevaluation of job locations. SLO's number
was reduced by a total of 123 units
The vote was 9-2-1. Supervisor Peg Pinard who originally voted `no'was absent.
Supervisors `Katcho' and Shirley changed their votes from no to yes as did the City of
Pismo Beach. Only Arroyo Grande and San Luis Obispo continued to oppose the
allocations.
The net result is that SLO's allocation is now set at 5,117 units or 682 units per year.
HCL's allocation for SLO County remains unchanged at 18,035.
My observation is that all COG members are unhappy with the dictatorial posture of
HCL,but they feel that little will be achieved by a frontal attack and that a lot could
possibly be lost by fighting with HCL. All members seemed resolved to begin now and
work with the League and with CESAC to change the basic legislation that has put local
governments in this powerless position. I agree that this is desirable, but I remain
skeptical that the effort can be prolonged long enough to effectuate the needed changes.
Jeff Hook of our staff sits on the housing technical committee and continues to question
the`humbers"allocated to us. I have encouraged him to raise his questions and attempt
to refine the numbers even further. Interestingly,Arroyo Grande believes that the
housing numbers should respect"regional"geographic areas and not city limits per se.
Whatever, a final refined number count may turn out to be,we now have number that
COG has agreed to for each City and for the unincorporated area of the County. This is
the number that HCL will expect to show in a Housing Element that is capable of being
certified.
Some business was continued to the January meeting including some items relating to our
Transit system Our staff has been working(and will continue to work)with SLORTA
staff in an attempt to work out an `Operating Agreement'that we do not have. We have a
couple of contentious issues that need to be resolved.

Thank you for voting 1)to keep 520 Grand Avenue a low occupancy
dwelling; 2) to keep the lots on Serrano Drive unsplit.
Input:
Please discuss the Resolution Opposing Pre-Emptive Unilateral Military
Action against Iraq by USA. Please also vote to support this important
resolution.
A pre-emptive first strike by USA would be immoral, as well as have
dreadful consequences (economically, environmentally, etc.) lasting the
duration of our lifetimes. It would be unconscionable for a super power
such as USA to wage a war against a small country like Iraq by making a
pre-emptive first strike.
And yes, it is not only appropriate for a City Council to publicly
support such a resolution, it is in fact your moral duty. You would be
supporting the US Constitution in supporting this resolution.
Let us work to achieve peace by peaceful means.
