CITY OF SAN LUIS OBISPO FROM: John Mandeville, Community D velopment Director�� -J� Prepared By: Jeff Hook,Associate Plann SUBJECT: NOMINATIONS TO THE HOUSING ELEMENT UPDATE TASK FORCE CAO RECOMMENDATION Appoint members to serve on the Housing Element Update Task Force by: 1) Accepting the nominations for twelve organization representatives, and 2) Appointing individuals to fill the four at-large categories, either from the applications received or from names put forward by Council members. DISCUSSION Background At its November 12th meeting, Council adopted a resolution establishing a task force to assist the City with the Housing Element update and directed staff to solicit nominations. Staff requested nominations from over 40 housing stakeholders and posted the request for nominations in the Tribune newspaper and on the City's website. 25 nominations were received and are before the Council this evening for possible appointment to 17 seats. Thirteen of the nominees would represent agencies or organizations (including one non-voting Planning Commission liaison) and four would represent "at-large" seats. Attachment A lists the nominees. Each nominee completed an Advisory Body Application and all of the applications are available in the Council Reading File. Applications for the"at-large" seats are attached. Council Direction Multiple Perspectives In establishing the stakeholders list, Council intended that the Task Force should represent a broad spectrum of community interests. This calls for participation by groups and individuals with a background and/or strong interest in housing. To achieve a smaller, more efficient working group, Council reduced the Task Force size from 25 to 17 members. To offset the reduction in the number of representatives, Council hoped to attract members who represented multiple perspectives—particularly among the four at-large seats. The at-large seats are: • Renter/Low-Income Household/Family • Downtown Resident • Housing Developer/Builder • Banker/Housing Lender Housing Element Update Task Force Nominations Page 2 Single nominations were received for 12 of the 13 agency stakeholders. Camp San Luis Obispo did not respond to the request for nominations. Multiple nominations were submitted for three of the at-large seats. Probably the most difficult stakeholder category to fill is the at-large seat representing renters/low-income households/families. Two applications were received, and while both nominees bring vaned backgrounds and expertise, neither is low income nor seems to fully meet the perspective first envisioned. With this category, Council hoped to include housing consumers with special housing needs or issues. One of the nominees is single and rents, the other represents a family who owns their home. Council may choose to bring forward additional nominees for this or any of the other at-large categories before making final appointments. For the "Downtown Resident" seat, eight nominations were received. All nominees live within the Downtown Planning Area. For the `Banker/Housing Lender" seat, two nominations were received. One nomination was received for the Housing Developer/Builder Seat. For those seats with multiple nominations, Council members should select one nominee who might best contribute to the Task Force for that perspective. Residency. Council members decided that at least two-thirds of the Task Force members should be city residents. This direction was clearly met. Of the 25 nominations received, 21, or about 80 percent, are city residents. Once the final 17 appointments are made, we should easily meet the"2/3 — 1/3" goal. Stakeholder Representation. Camp San Luis Obispo did not respond to the nomination request. As of this writing, staff is attempting to contact Camp officials to verify they did not intend to participate. At the Council meeting, Council may wish to substitute another interest group if Camp San Luis Obispo is not participating. Staff suggests that if an alternate is suggested, it also represent the "institutions" perspective. One possibility staff has discussed is that the San Luis Coastal Unified School District may be an appropriate alternate. In addition to the nominations received from the Council-approved stakeholder groups, the City also received a nomination on behalf of the San Luis Obispo Association of Realtors (Steve Delmartini). The stakeholders list previously included a "Realtor/Broker", however in the final list, that category and the "Architect/Planner" category were deleted to reduce the size of the Task Force. Perspectives of these two groups were expected to have overlapping representation with other stakeholders; such as "Housing DeveloperBuilder" and the SLO Property Owners Association. Task Force's Role The Task Force is part of the "outreach effort" built into the House Element Update work program. It will be a "sounding board" for reviewing existing and new housing policies and programs, provide a broad perspective on housing issues, and where appropriate, contribute new program ideas. The. Task Force is an ad hoc advisory body that will advise the Planning Commission and City Council; it will not have approval authority or duplicate the Planning. Housing Element Update Task Force Nominations Page 3 Commission's role. After its job is complete, possibly in June or July 2003, the Task Force would be dismissed. The City's Planning Commission is, under state law, the primary advisor to the Council on long- range planning matters, including preparation of the Housing Element. The Commission would continue to be responsible for guiding the updated element's content and format, and for reviewing the environmental assessment. The Task Force will augment the Commission's role by involving a broad spectrum of community viewpoints in the preparation of the document and help build community consensus on the tough choices necessary to tackle the City's housing needs. BE IT RESOLVED by the Council of the City of San Luis Obispo that: SECTION 1. Housing Element Task Force. The City Council hereby establishes the Housing Element Task Force to assist the City during the Housing Element update process. The Task Force shall be an ad hoc; volunteer advisory body serving at the pleasure of the City Council. SECTION 2. Duties of the Task Force. The duties of the Task Force shall be as follows: 1. Review and comment on existing housing policies and programs in an effort to expand housing opportunities for very-low, low, and moderate income households. 2. Recommend new housing goals, policies or programs to .address community housing needs. 3. Review the Draft Housing Element Update. 4. Other duties as assigned by the City Council. SECTION 3. Term and Meetings. The Task Force shall serve during the term of the Housing Element update, starting January 1, 2003 and ending June 30, 2003, unless extended by the City Council. Having nearly finished my Ph.D.in Urban Planning at UCLA,I moved to San Luis Obispo this year to teach housing and community development at Cal Poly. My experience as a real estate investor and.non-profit housing developer in Seattle will aid me in seeing many different sides of the housing issue in San Luis Obispo. I have direct construction management experience,as well as a knowledge of the residential lending arena. Further, I have strong roots in non-profit environmental and housing affordability groups,and believe their interests can be in accord. Upon moving to SLO,I knew immediately that.I would live in downtown for a long time. The vibrant mix of residences and businesses,and the easy access to work and entertainment by bus,bicycle,or walking,are what draw tourists and residents alike. We cannot overestimate the importance of downtown to SLO's identity and economic future. Further,it must remain the center not only of the community,but indeed of the region. Housing solutions must support the historic character while enabling more households to live affordably. I am prepared to bring both intellect and passion to the role of Housing Task Force member. My deep understanding of housing,regional growth issues,and transportation will be of value to the Task Force,the Planning Commission,and the Council. Further—and equally important—I am strongly committed to a process which seeks win-win solutions and respects the needs and viewpoints of all community members. There are so many special interests given priority representation on the task force that ordinary residents,the most numerous stakeholders of all, appear to be dramatically under-represerrted. The two at-large seats allocated to neighborhoods should go to individuals who truly represent San Luis Obispo residents. Neighborhoods are where the individuals and families who support the cultural, social, religious,political and economic life of the City live. They are the people in homes they have worked hard to acquire,who pay property- taxes, ropertytaxes, work in both private and.public sector occupations, who own and operate local businesses,practicetheir various professions---medical, legal, educational, etc.-=-and make San Luis Obispo the special community that it is. Andrew Carter and Leo Pinard are nominees for the at-large `Neighborhoods" seats. In the most recent City election Mr. Carter proved himself to be an intelligent, hard- working, forceful advocate for good government in San.Luis Obispo. He was also an effective citizen advocate for the preservation of the Hawthorne neighborhood and its elementary school during last year's deliberations by the San Luis Coastal Unified School District. Mr. Carter is it well-qualified nominee for the"Renter/low-income/family" seat. Leo Pinard has a long history.of involvement with San Luis Obispo neighb.or�hoods. He was one of the founders cifthe"Downtown"neighborhood organization and has . continued to be an advocate for area residents. Combined as a group, however, they need to present a "broad spectrum of community interests". With that in mind, we feel it is Very important that the two remaining "neighborhood" positions be filled by residents who have a proven record of protecting the stability of the City's "existing" neighborhoods. (see attached: Resolution No. 9387 [2002 Series] Task Force Goals). While all of the nominees appear to meet the basic qualifications for selection we believe that Andrew Carter and Leo Pinard are the most suited to represent the"neighborhood" categories. Andrew Carter would bring a unique "family" perspective to the task force, as the stay-at-home parent of four young children. He has been involved with the issues and dynamics facing our neighborhood school system. He is a committed advocate for affordable housing in the City and is well known for speaking at City Council, Planning Commission and other public meetings on a variety of Issues currently facing the community. His analytical skills, economic background, and ability to craft workable solutions would be invaluable in the quest to solve the City's complex housing issues. Leo-Pinard has been a bona fide "downtown resident" for over thirty years. His contributions to the City of San Luis Obispo and his Involvement with neighborhood issues are well known in the community. He has served on many City committees throughout the years, including the Cultural Heritage Committee, which he founded. He is also a founding member of the Old Town Neighborhood Association and Resident's for Quality Neighborhoods. He has knowledge and hands on experience in regards to the city's historical housing and has a deep and proven commitment to Its preservation. Both of these nominees have a proven track record of service to the community. They thoroughly understand the neighborhood perspective and most importantly they would the provide necessary balance on this committee. We ask that you support our recommendations and appoint both Andrew Carter and Leo Pinard to the neighborhood members-at-large positions on the Housing Element Update Task Force. BE IT RESOLVED by the Council of the City of San Luis Obispo that: SECTION 1. Housing,Element Task Force. The City Council hereby establishes the Housing Element Task Force to assist the City during the Housing Element update process. The Task Force shall be an ad hoc, volunteer advisory body serving at the pleasure of the City Council. SECTION 2. Duties of the Task Force. The duties of the Task Force shall be as follows: 1. Review and comment on existing housing policies and programs in an effort to expand housing opportunities for very-low, low, and moderate income households. 2. Recommend new housing goals, policies or programs to address community housing needs. 3. Review the Draft Housing Element Update. 4. Other duties as assigned by the City Council. SECTION 3. Term and Meetings. The Task Force shall serve during the term of the Housing Element update, starting January 1, 2003 and ending June 30, 2003, unless extended by the City Council.
