CAO RECOMMENDATION
1. Approve Plans and Specifications for Arterial Street Name Sign Replacement, Project No.
901627B and authorize soliciting of bids.
2. Authorize contract award by the CAO if the lowest responsible bid is within the Engineer's
estimate of$76,103
DISCUSSION
In April of 2000, the City Council adopted new standards for street name signs, and approved an
implementation plan budgeting funds for installation of new street name signs throughout the
City, to be completed over a four-year time frame. The first project, to replace street name signs
in the Downtown area, was completed in November of 2001, at a cost of$34,515. The second
project, to replace the Arterial / Arterial internally illuminated and 450 mm reflective, signal
mounted signs will be completed in January 2003 at a cost of$56,980.
The third phase (this project), will install 200mm reflective, pole mounted signs, at the
intersections of arterial and all intersecting streets. The fourth and final phase would be the
replacement of street name signs in the residential neighborhoods would be done over the course
of two years to complete the overall replacement project. For the Council's benefit, Arterial
streets are the busiest streets in the City, and they provide for circulation between major activity
centers. Collector streets are the next tier of streets, carrying between 3,000 and 5,000 cars per
day and their purpose is to provide the different areas of the City access to the arterial network.
Local streets are the majority of our street network, typically found in our residential
neighborhoods.
This project, the third phase of the overall project, is to install 200 mm reflective pole mounted
street name signs on all arterial and all those streets that intersect with them. The signs will be
installed on opposing comers in the direction of vehicular travel. This project encompasses the
removal of all existing pole mounted signs at these intersections and the installation of 230 new
poles and 478 new signs.

ALTERNATIAVES
Defer the project. If the project.is delayed, the City would be left with the existing inventory of
street name signs that are not consistent and are difficult to see and read, possibly resulting in
more complaints from residents and visitors.

Subject: Item C-4—Sign Replacement
Dear Council Members: . RED FILE
Given our financial situation, wouldn't this be a good project to defer or MEETING AGENDA
cancel? New signs with the new typestyle seems clearly to be a"nice-to-do"
project, not a "need-to-do" one. I'm sure there must be other CIP projects DATEZ a/ ITEM #
now or over the next two years which are more important.
