SUBJECT: ACCEPTANCE OF STATE GRANT OF $91,860 TO INCREASE
ALCOHOL EDUCATION AND ENFORCEMENT
CAO RECOMMENDATION
1. Adopt a resolution to increase enforcement and education programs focusing on underage
drinking and alcohol sales to minors with grant funding of $91,860 provided through the
Alcoholic Beverage Control (ABC) in cooperation with the Office of Traffic Safety(OTS).
2. Authorize the Chief of Police to execute all grant related documents.
DISCUSSION
A major goal of the Police Department is to reduce underage consumption of alcoholic beverages
in our community. On March 19, 2002, the City Council approved the submittal of a grant
application to ABC. In late December 2002, the San Luis Obispo Police Department was
selected by ABC to receive grant funding in the amount of$91,860. The California OTS through
ABC under a Grant Assistance Program is providing this funding.
This grant provides for reimbursement of police officer overtime for special enforcement and
education activities working closely with ABC investigators utilizing strategies that target the
illegal purchasing of alcoholic beverages, as well as the illegal sale of alcoholic beverages. The
grant period covers the calendar year 2003.
Staff requests the City Council adopt a resolution authorizing the City to enter into a contract
with the State and designating the Chief of Police as the official to execute all grant related
documents.
FISCAL IMPACT
The $91,860 grant award will provide full reimbursement for personnel overtime pay and
benefits, and program training costs. This results in no negative fiscal impact to the City.
ALTERNATIVE
Continue with current levels of alcohol enforcement and education within existing City budget
resources and do not accept this grant funding. Staff does not recommend this alternative as this
ABC grant is a funding opportunity that supports Police Department goals, consistent with City
goals and objectives.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
TO INCREASE ENFORCEMENT AND EDUCATION PROGRAMS FOCUSING ON
UNDERAGE DRINKING AND ALCOHOL SALES TO MINORS WITH GRANT FUNDING OF
$91,860 PROVIDED BY THE DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL
WHEREAS, the San Luis Obispo Police Department through the City of San Luis Obispo
desires to undertake a certain project designated as Alcohol Enforcement and Education Program to be
funded with money made available through the Grant Assistance to Local Law Enforcement Agencies
Project administered by the Department of Alcoholic Beverage.Control;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo that
the Chief of Police of the City of San Luis Obispo is authorized, on its behalf to execute all grant related
documents including the standard agreement contract, any extensions or amendments thereof and any
subsequent contract with the State in relation thereto.
IT IS AGREED that any liability arising out of the performance of this contract, including civil
court actions for damages, shall be the responsibility of the grant recipient and the authorizing agency.
The State of California and the Department of Alcoholic Beverage Control disclaim responsibility for
any such liability.
BE IT FURTHER RESOLVED that grant funds received hereunder shall not be used to
supplant expenditures controlled by this body.
