REVIEW COMMISSION
RECOMMENDATION
1. Reappoint Jim Lopes to a four-year term beginning on April 1, 2003 and expiring on March
31, 2007.
2. Appoint Robert Vessely to a four-year term beginning on April 1, 2003 and expiring on
March 31, 2007.
DISCUSSION
Rob Schultz' term expires on March 31, 2003. He has not reapplied. Jim Lopes' term will
expire on March 31, 2003. He has reapplied and is eligible to be reappointed to an additional
four-year term. The Council Subcommittee interviewed five applicants and is pleased to
recommend reappointing Jim Lopes to a four-year term and appointing Robert Vessely to a four-
year term.

1. Why do you want to serve on a City advisory.body?
I believe it important to include citizen participation in the city processes.
2. Why do you want to be a member of the ARC and what do you hope to accomplish?
I'd like to participate in the development review process in the City. I think I
can offer a unique perspective to the process because of my background in
engineering, architecture and historic preservation. I hope to contribute a
sense of partnership and mutual respect between the City and the design
community. --

3. Have you ever attended a meeting of the ARC or another City advisory.body? What
observations did you make?
Yes. I have attended meetings of the ARC, CHC, Planning Commission and
City Council, both as a staff member and a design professional (I worked for
the City Public Works Department from 1970 through 19.77). The democratic
process can appear cumbersome in general, but I have observed that the
process runs more smoothly when both parties-are-considerate, forthright and
professional.

4. What qualities,experience-and exiertise make you a good candidate for the ARC?
I have a Bachelor's degree in Architecture,a Masters Degree in Structural
Engineering and have worked professionally in the City since 1978 and have
owned my own business since 1981. 1 have worked with many of the other
design professionals in the City and'have worked on the design review
process as a staff member, design professional and a commercial property
owner. ,-
5. In your view,what are some key architectural issues in SLO?
Scale is an issue that I think is important in the sense that the City of San Luis
Obispo is at the point where it's growing from a town to a city and its
important in that process to do whatever we can to maintain those things that
give San Luis Obispo a special character.
6. Is there any additional information about yourself you'd like to share? (Please feel free to attach a
resume,if you have one).
As a professional, I have worked on the Jack House, the Dallidet Adobe, the
Murray Adobe, City Hall, and several other commercial buildings downtown.
As a volunteer, I have been active in the Friends of Las Casas de Adobe, the
Point San Luis Lighthouse Keepers, the Chamber of Commerce Seismic Task
Force, the San Luis Obispo Community Foundation and the Building Code
Board of Appeals. My resume is attached.

Honorable Council Members
Having participated in Architectural Review Commission matters since designing
Marshall's Jewelers in 1975, over the next 28 years I have had the opportunity to work
with the Commission on many, many occasions. Some bitter sweet, some
disappointing, most good.
Throughout these encounters I have come to rely on Commission members with
architectural training to best understand the various proposals before them. Be it
aesthetics, building codes or construction costs, the design professionals are best
trained to render expert opinion and judgement. For these reasons I feel it most
important that several seats on the Commission be held by these skilled individuals.
I hope you, the City Council, will consider my thoughts when making appointments to
the Architectural Review Commission.
