Appoint Sandy Baer to a four-year term beginning on April 1, 2003 and ending on March 31, 2007. 3. Appoint Frank Scotti to a four-year term beginning on April 1, 2003 and ending on March 31, 2007. DISCUSSION: There are three vacancies on the Cultural Heritage Committee. Margot McDonald and Matt. Whittlesley's terms expire March 31, 2003. They have not reapplied. Steve McMasters resigned, effective February 28, 2003. After advertising, the Council Subcommittee interviewed three applicants and is pleased to recommend the appointment of Barbara Breska, Sandy Baer and Frank Scotti to serve four-year terms beginning April 1, 2003 and ending March 31, 2007. As a resident of the City I am deeply committed to preserving and protecting our- unique urunique cultural heritage. 2. Why do you want to be a member of the CHC and what do you hope to accomplish? My home Is boated in a historical district in downtown San Luis Obispo. The house I live in is 1100 years old this year. We have taken care during our restoration of it to preserve its unique character and we feel Nis an asset to our neighborhood. I am very interested in keeping our neighborhoods and the downtown within the scope of our history and quality of rle we all enjoy. 3. Have u ever attended a meeting of the CHC or another City advisory body? What observat�ns did you make? Many of the advisory body members are from Cal Poly or work for government agencies. They seem to be under represented by the business community. 4. What qualities,experience and expertise make you a good candidate for the CHC? 1 have a background In Art History and Interior Design. I have assisted my husband, a local architect,in restoration and design projects. I am a member of the business community and would bring this perspective to the CHC as well. S. After living in San Luis Obispo for 20 years, serving. the past eight of those as a member and twice chair of the Promotional Coordinating Committee (PCC), I continue to have a desire to learn more about our community as well as to contribute to sustaining its high quality of life. Also, I feel this can best be accomplished by active community participation by volunteers such as myself with keen interests in a variety of city government roles and responsibilities. 2. Why do you want to be a member of the CHC and what do you hope to accomplish? I have had a life-long interest in art and architecture, especially the historical aspects, and as a college undergraduate student, I studied and received a degree in interior design. I believe my ongoing commitment to appropriate preservation fits well with the mission of the CHC to "...promote the preservation of architectural, archaeological, historical and cultural resources..." As an arts advocate, I support the notion that all of these resources and their preservation are essential in maintaining a city whose past is not lost and whose legacy lives on well into the future. I propose to bring to the CHC an awareness of the impact of the cultural heritage presence and preservation as one of the City's tourism key appeals.Therefore, noticeable industry employment and increased income via transient occupancy tax (TOT), let alone sales tax revenue, are an offshoot of any SLO municipal efforts to enhance our town for tourists and residents alike. Likewise, my knowledge of and involvement in local tourism and cultural heritage in their symbiotic, mutually-enhancing endeavors seems a sensible transition. I believe I can offer shared visions, goals and accomplishments, in part due to my "cross-over" Interest in enhancing the enlightenment of locals and tourists alike. 3. Have you ever attended meeting of the CHC or another City advisory body? What observations did you make? During my 8-year tenure as a member of the the PCC and as a prior applicant for Grants-in- Aid funds for a number of local nonprofit organizations, I have attended literally dozens of advisory body meetings, as well as those of two subcommittees on which I served, the PCC Marketing Subcommittee and the Visitor's & Conference Bureau Marketing Committee. Additionally, I attended Mayor's quarterly meetings for more than two years. My observations over the years of the PCC have been ones of a generally cohesive, communicative and compromising team who share common goals and strive be make informed decisions (thanks to their diligent efforts to be abreast of the issues and a supportive, professional staff). Occasionally, lively, honest debate preceded rational, thought-out conclusions, rarely with dissension. ATTACHMENT 2 CHC, Page 2 4. What qualities, experience and expertise make you a good candidate for the CHC? I am a detailed-oriented, organized and responsible professional, qualities which lend themselves to being attentive as well as reliable. I have always had an interest in history, including family genealogy, local lore and geographical history, not only in San Luis Obispo, California but in my small, German-settled hometown, California, Missouri. I've traveled to Germany to visit the National Archives and my family's village in the Black Forest as well as the archives in Salt Lake City. Endless hours have been spent in libraries, historical societies, museums and countless number of cemeteries. For a number of years, I was a sociological researcher at the University of Missouri-Columbia, specializing in gerontological research. As a result, I am familiar with research protocol and techniques, both survey and quantitative/qualitative, albeit greatly enhanced by today's technology versus the then "high tech" microfilm. My professional work experience has called upon my communication skills, both verbal and written. I trained volunteer boards of non-profit health care institutions as a civilian employee for the federal government for a number of years. In my past positions with Cuesta College, SLO Arts Council and the SLO Symphony, I had much occasion to work closely with the community, as a trainer and facilitator. Therefore, I wholeheartedly support offering opportunities for citywide educational programs regarding our cultural resources and have skills to lend to their design, implementation, presentation and evaluation. 5. In your view, what are some key cultural heritage issues in SLO? Much as "planned growth" connotes a logical approach to facing such issues as weighing urban sprawl and downtown preservation, an "appropriate preservation" policy is key to a balance between meeting both state housing requirements, for instance, and demolishing city residential and commercial landmarks. This is especially true n the downtown core and historic preservation districts. Also, preservation and public education need to continue to be expanded to the diversity of our city's cultural heritage, for example, the Chinese, Portuguese, Spanish, Mexican, Native American and other significant multi-cultural enclaves of San Luis Obispo. 6.
