Reappoint Jamie Daniel, tenant representative, to a two-year term to begin on April 1, 2003 and expire on March 31, 2005. 2. Reappoint Elizabeth "Biz" Steinberg to a four-year term to begin on April 1, 2003 and expire on March 31, 2007. 3. Appoint Marti Reed to a four-year term to begin on April 1, 2003 and expire on March 31, 2007. DISCUSSION Four vacancies exist on the City of San Luis Obispo Housing Authority, two of which must be tenants of the Housing Authority (one tenant must meet the criteria of 62+ years of age). Jamie Cochrane-Daniel's term expires on March 31, 2003. She has reapplied and is eligible to be reappointed as a tenant representative for a term of two years. Alice Martin, the Senior tenant representative, has retired. Unfortunately, the City Clerk did not receive any applications from Senior tenants, therefore, a vacancy still exists for this seat. The City Clerk will continue to recruit for this vacancy. Biz Steinberg and Jose I-emus' terms expire on March 31, 2003. Biz has reapplied and is eligible to be appointed to a four=year term. Jose has not reapplied. Mayor Romero interviewed six.applicants on February 27, 2003 and recommended reappointing Jamie Cochrane-Daniel as a tenant representative for a two-year term. Because of my career at EOC, I have been working with low income persons to work towards self sufficiency. Housing is a key component to self sufficiency. I have served on advisory committees both for the City of San Luis Obispo and the City of Paso Robles, and have enjoyed the opportunity to participate in shaping the course of areas of interest to me, and to better understand them. 2. Why do you want to be a member of the Housing Authority and what do you hope to accomplish? The recruitment ad came to my attention just before I read in the paper that the Housing Authority was restructuring its financial assistance to individuals wishing to purchase a home in SLO County. Though I am sad to see it happen, I agree with their premise, and would welcome the opportunity to help with creative solutions in an area in which I have significant experience. As a member of the Project Area Committee for the City of Paso Robles in the early 1990's, I was very involved with housing issues and the work of the Housing Authority and Peoples Self-Help Housing. Much of the work I have done over the last 20-25 years is directly or indirectly related to housing. 3. Have you ever attended a meeting of the Housing Authority or any other City advisory body? What observations did you make? I have attended City Council and Planning Commission Meetings, as well as scheduled meetings of the advisory bodies of which I have been a member,the SLO Personnel Commission and the Paso Robles Project Area Committee. My attendance was related to specific areas of interest or committee membership. I appreciated the opportunity to understand and/or affect the process. I plan to attend the next regularly scheduled meeting of the Housing Authority on February 20, 2003. 4. What qualities, experience and expertise make you a good candidate for the Housing Authority? I have experience with housing issues in San Luis Obispo City and County from multiple perspectives: as a resident, investor,property manager and employment. counselor to individuals dealing with job loss and retraining. I am very interested in planning, redevelopment, economic development. I hike to see resources utilized efficiently and creatively, if possible, finding solutions that meet multiple objectives. 5. In your view, what are some key housing issues in SLO? Housing that is affordable for lower than median income residents,those who support the service sector of the City. Impact of students on rental cost and availability,character and livability of neighborhoods. Effects of the economic downturn,phis businesses(Ernie Ball, for example) leaving the area, while others choose not to locate here because of the cost of living, primarily housing. The result is a lack of even higher-salaried jobs that may support the cost of housing; those who can afford to move into the area are primarily retirees. Jobs and housing are intimately connected—I have many years of work experience related to economic development.
