SUBJECT: ESTABLISHMENT OF RESIDENTIAL PARKING PERMIT DISTRICT
CAO RECOMMENDATION
1) Adopt a resolution establishing a residential parking permit district on the 200 and 300
blocks of Fenini Road as shown on (Attachment 1) with restricted parking between the
hours of 12 a.m. and 5 p.m., seven days a week.
2) Direct staff to review options for increasing revenue to support citywide parking district
enforcement.
DISCUSSION
On March 4, 2003, the City Council held a public hearing to consider the request from residents on
Ferrini Road to establish a residential parking permit district with restricted parking from 12 a.m. to
5 p.m., seven days a week. At the public hearing the petitioners expressed their concerns about the
impact to their quality of life as a result of non-resident parking on their street. Council received
their comments and concurred with the residents that there was a direct impact to their quality of
life based on the guidelines stipulated in Municipal Code Section 10.36.170 (Designation of
Residential Parking Permit Area) governing the establishment of a residential parking permit
district.
As a result of the public testimony Council approved (4:1 Romero) the establishment of a parking
permit district based on negative impacts to the resident's quality of life. Pursuant to Municipal
Code Section 10.36.170 residential parking permits must be established by a resolution approved
by the City Council. The approval of the attached resolution will fulfill this requirement.
FISCAL IMPACT
Creation of the parking permit district will have some minor costs to the City. Sign and pole
installation will cost approximately $250. Additional permits and materials and processing would
cost approximately $200. Since there is no formal budget for creation of this particular parking
district, the monies will come from the current parking operations budget, which has sufficient
funds in signs and materials to cover the installation cost.
However, although the installation costs are minimal, there will be a direct fiscal impact for
enforcing this district. The hours of 12 a.m. to 5 p.m., seven days a week will draw upon staff from
both the Police and Public Works. Specifically, the Police will need to utilize Student
Neighborhood Assistance Program (SNAP) staff to patrol the overnight portion (midnight to 8

a.m.) along with Sundays. The daytime portion (8 a.m.-5 p.m., Monday-Saturday) will fall under
the duties of the current Public Work's enforcement staff that patrol the downtown area and other
parking permit districts. The more time enforcement .staff patrol districts and respond to
complaints, the less time is spent in the downtown area. This represents a loss of citation revenue,
coupled with the lack of regular payment of parking meters and thus revenues to the parking fund
will suffer. Some of this loss can be offset by the citations written in the parking districts, but they
do not cover the overall loss of downtown parking revenues created by the lack of enforcement
staff routinely patrolling the downtown core. This ongoing loss of revenue needs to be addressed.
Possible options include additional personnel, increased fees for residential areas, etc. Staff will
consider these and others for the upcoming budget or for implementation in the future. Council
will make all final decisions.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
ESTABLISHING THE 200-300 BLOCK OF FERRINI AS A RESIDENTIAL PARKING
PERMIT AREA AND ESTABLISHING DAYS AND HOURS OF OPERATION OF SAID
AREA AND TIME OF RENEWAL FOR A PARKING PERMIT
WHEREAS, the Council of the City of San Luis Obispo has received a petition from a
majority of the residents living in the 200-300 blocks of Ferrini as shown on Exhibit A; and
WHEREAS, the Council of the City of San Luis Obispo has determined that the quality
of life for the residents of this area has been adversely affected by non-residents using the
neighborhood streets for excess parking; and
WHEREAS, the Council of the City of San Luis Obispo has determined that the
restriction of non-resident parked vehicles on the neighborhood streets will improve pedestrian
and vehicular safety and allow residents to gain proper access to their residences; and
WHEREAS, the Council of the City of San Luis Obispo has held a public hearing to
consider the establishment of a residential parking permit district and has determined the parking
permit district will improve the quality of life for the district residents.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo
as follows:
SECTION 1. Pursuant to Section 10.36.170 et seq. of the San Luis Obispo Municipal
Code, the residential parking permit area is hereby established as shown and listed on Exhibit A.
SECTION 2. No vehicle other than vehicles providing services to the area or having a
residential parking permit clearly displayed on the dashboard on the drivers side of the vehicle
may park on any street within the district boundaries between the hours of 12 a.m. and 5 p.m.,
seven days a week.
SECTION 3. The Director of Public Works shall be directed to post the area with signs
that clearly indicate these restrictions.
SECTION 4. The Parking division shall issue residential parking permits on demand as
permitted in Section 10.36.220 of the San Luis Obispo Municipal Code. Parking permits shall be
issued for a year effective September 15.
