SUBJECT: RESOLUTION SUPPORTING MEMBERS OF THE UNITED
STATES ARMED FORCES
SUBCOMMITTEE RECOMMENDATION
Adopt a resolution supporting members of the United States Armed Forces in Iraq and
Afghanistan.
DISCUSSION
During the public comment period of the April 1, 2003 City Council meeting, members of the
community asked the Council to adopt a resolution in support of our armed forces now fighting
in Iraq and elsewhere. The Council referred the proposed resolution to a subcommittee
consisting of Mayor Romero and Council Member Ewan.
Matters of war are understandably emotional, and attract strong feelings from many directions.
As such, it is important that any action taken by the City Council during this very sensitive time
be strongly unifying, and not dividing. We believe that this is the sincere intent of those
proposing the resolution, and we appreciate it. Therefore, the subcommittee has largely
preserved the wording of the proposed resolution, but with some few modifications in order to
assure a clear and unified statement behind our service men and women, who are bravely
representing our country during this difficult time. Thus, your subcommittee offers the attached
resolution for adoption by the Council.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
SUPPORTING MEMBERS OF THE UNITED STATES ARMED FORCES
Whereas, America is now engaged in armed conflict in Iraq and Afghanistan; and
Whereas, during times of armed conflict Americans stand united and indivisible in support of
our troops, regardless of political party, national origin, or religious affiliation; and
Whereas, numerous residents of San Luis Obispo currently serve in our armed forces; and
Whereas, we care passionately for the safety and welfare of our armed forces whether they
serve here or abroad; and
Whereas, we understand the hardships and deeply appreciate the sacrifices made by the
families of those who serve in the armed forces.
Now therefore, be it resolved by the City of San Luis Obispo that the City Council:
Section 1: Supports every service member serving in the United States Armed Forces.
Section 2. Wishes them every success and desires their safety during these dangerous
missions.
Section 3. Hopes for a speedy resolution so that those who are separated from their loved
ones will soon be reunited.

Dear Mr. Romero,
When we first attacked Iraq, the BBC reported that expatriate Iraqis were moving back to Iraq to
fight for their country. It was not because they supported Sadam, they said, but because they loved their
country and would fight to defend it.
Now some Americans are telling us we should support the war, whether it is justified or not, because
we love our country.
I urge you to show your love of country by continuing to work to put her on the right track, not by
caving in to pressure groups who brand anyone who disagrees with them as unpatriotic for `not supporting
our troops'.
It was a brave and patriotic step to pass the first anti-war resolution. Don't move backward now.

It is my understanding that you and Councilman Ewan will be discussing a troop
support resolution, presented to the Council on 1 Apr 03, with the expectation
of bringing it-in possibly modified form - back to the Council for a vote
on 15 Apr.
I have obtained a copy of the resolution from the SLO City Clerk office, and
have read it. It is my hope that if the Council adopts a resolution
acknowledging
the great service that our troops are rendering, the words would not imply that
debate necessarily be muted, on various concerns related to the war, being
carried out across our country at this time. In this regard, I am reminded of
the words of Theodore Roosevelt quoted in the T-T(Opinion Section), 22 Mar 03:
"To announce that there must be no criticism of the president, or that we are
to stand by the president, right or wrong, is not only unpatriotic and sevile,
but is morally treasonable to the American public." I am also reminded of
another article from the T-T(Mont page), 3 Apr 03, in which Paul Brown (who
drafted and presented the above subject resolution??), was quoted as saying,
"You can be supportive of the troops and not the administration"
I wish you and Mr. Ewan good luck in redrafting the resolution.

Dear Honorable Mayor and Members of the City Council:
I have read the"Resolution of the Council of the City of San Luis Obispo.Supporting Members of the
United States Armed Forces"and wholly support adoption, as submitted. I appreciate the challenge that
Mayor Dave Romero and Council Member John Ewan, as subcommittee members, had in carefully
crafting this resolution. Their precision demonstrates the professionalism of our city's council.
I am very proud to be a resident of the City of San Luis Obispo and commend each and every one of you
