DISCUSSION Background For the 2001 — 2003 budget, the City authorized hiring a consultant to create possible design options for the block of Monterey Street between Santa Rosa and Osos streets. This effort was intended to provide design alternatives for a pedestrian oriented plaza centered on the County Government Center and the Fremont Theater. Some possible features to be considered were the creative use of surface materials and street furniture and the possible closing of the street permanently or during special events only. Status The City's consultant, Kaplan McLaughlin Diaz (KMD), has produced several alternate plaza schemes and provided pictures of plaza layouts in Europe that they used for ideas. In addition, a team of local architects and designers has prepared an alternate concept plan of how the plaza treatment could look. This team consisted of the same people who originally prepared the Conceptual Physical Plan for the City's Center. Because this team includes one member of the City Council, this study session is an opportunity for all members of the Council to review the progress of this project.
