CAO RECOMMENDATION
1) Adopt a resolution authorizing the Public Works Director to submit necessary paperwork to
the California Energy Commission for$15,120.00 for funding battery backup systems at six
signalized intersections Citywide.
2) Approve funding the required City match from the existing Opticom and Battery Backup
(State Highway Assistance)grant funding,amount not to exceed$9,000.
3) Authorize the Purchase of Six additional Battery Backup Units from Meyers, Power
Products, Inc. as part of Specification 90079.
DISCUSSION
Background
Council Resolution No. 9337 (2002 Series) authorized the City of San Luis Obispo to apply to
the California Energy Commission (CEC) for grant funding to finance eligible battery backup
system (BBS) projects. Thus far, the City has applied for and received two grants under this
program to install units at sixteen (16)locations within the City. The first grant was approved in
mid-2002 for ten intersections. The approved locations include:
Madonna/Los Osos Valley Tank Farm/Higuera
Foothill/Chorro/Broad Royal/Los Osos Valley
California/Foothill Madonna/Dalidio
Madonna/Oceanaire Laguna/Los Osos Valley
Marsh/Higuera Madonna/El Mercado
Subsequent to the first grant award, Cycle 2 of the CEC Battery Backup program was conducted.
The City applied for and received a second grant for installation of battery backup equipment at six
additional locations. While the grant has been approved by the CEC, the process requires the City
to make the purchase then request reimbursement for the funds expended. The attached resolution
authorizes the City to invoice for these reimbursable expenditures. The six new locations include:

Purchase of Equipment
Per Council Resolution No. 9337 (2002 Series) the City is proceeding with the necessary actions
to complete the first battery backup systems project. In November 2002, Council authorized
solicitations for bid for the first ten backup units identified above as part of Specification 90079.
Three bids were received and opened by the Public Works Department on Wednesday,
December 18, 2002. The lowest responsible bidder was US Traffic Corporation, dba Myers
Power Products. A contract has been awarded to Meyers and the necessary equipment to
complete the project has been ordered.
Because the battery backup equipment is specialized for use in the City's signal controller cabinets
and power pedestals, staff is recommending that the six additional battery backup units also be
awarded to Meyers Power Product as an extension of Specification 90079. Approval of this
increase in purchased units will ensure equipment consistency as well as guarantee unit prices at
previously bid prices.
FISCAL Il"ACT
The second grant provides $15,120 of additional funding for signal equipment for the City. The
grant requires a local match of$9,000 to access the funds(total budget: $24,120). Staff is proposing
to use $9,000 of an existing State Highway Assistance (SHA) grant as the local matching source.
The SHA grant was previously awarded to the City for signal equipment upgrades and battery
backup equipment.No additional General Fund or CIP Reserve monies will be required to fund the
project. The City will be reimbursed by the CEC after installation of the Battery Backup Systems is
complete.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
AUTHORIZING THE PUBLIC WORKS DIRECTOR TO APPLY FOR REIMBURSABLE
GRANT FUNDING FOR TRAFFIC SIGNAL BATTERY BACKUP SYSTEMS
WHEREAS, pursuant to Public Resources Code Section 25403.8, the State Energy
Resources Conservation and Development Commission (Energy Commission) is authorized to
provide grants to city governments for battery backup systems for traffic signals; and
WHEREAS, in order to be eligible for funding, the battery backup systems must be used in
conjunction with light emitting diode traffic signals;
WHEREAS, the City has received notification of funding for an additional six signal
locations by the Califomia Energy Commission in the amount of$15,120 as part of Cycle 2 of the
Battery Backup Grant program;
WHEREAS, the City has conducted a successful competitive bid process for Specification
90070, Traffic Signal Battery Backup Project and has awarded the project to Meyers Power
Products, Inc. as the lowest responsible bidder;
NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of San Luis Obispo
authorizes the City of San Luis Obispo to apply for reimbursement funding from the California
Energy Commission for battery backup systems operating with light emitting diode traffic signals;
BE IT FURTHER RESOLVED, that Michael McCluskey, Public Works Director is hereby
authorized and empowered to execute in the name of the City of San Luis Obispo all necessary
documents to implement and carry out the purpose of this resolution and to undertake all actions
necessary to undertake and complete the energy efficient project.
