DISCUSSION: The City of San Luis Obispo's water treatment plant is located in a remote area off Stenner Creek Road, near Cal Poly University. Utilities Department staff have been evaluating increased security measures for our critical facilities and have implemented a number of improvements throughout our system. Restricting unauthorized access to the water treatment plant site was identified as one of the improvements that needed to be implemented. The existing entry to the water treatment plant site has a pair of swing gates that require manual opening and closing. At times, there is minimal staff at the plant, and until recently the gate has been left open to allow deliveries and to provide more convenient access for staff. In the past, numerous unauthorized vehicles and pedestrians have entered the water treatment plant site via the open gats. The access gate is located some distance from the operations building and is not visible from the area where water plant staff normally work. While the gate is currently locked by staff to restrict access, there are impacts associated with deliveries of supplies and materials to the plant site, which will be resolved by the installation of an automated gate system. The request for proposals also includes other improvements to enhance security; entry area lighting on motion sensing switches, a video monitoring system, and keypad entry with intercom. Implementation of the project will provide enhanced security at the water treatment plant and restrict unauthorized access to the site. Utilities staff are currently reviewing the vulnerability of all critical facilities and will likely have additional recommended security improvements in the future. FISCAL IMPACT: Funding for the project was not included in the 2001-03 Financial Plan and is not available within existing operating program resources. The cost of the project is expected to be between $35,000 and $50,000, depending on the equipment and features recommended by the proposers. Accordingly, approval of the CAO Recommendation will authorize the use of up to $50,000, to CA Council Agenda Report—RFP for Automatic Gate Project Page 2 come from Water Fund working capital. Based on interim results for 2002-03 and Council- approved changes to the 2001-03 Financial Plan since its adoption, this will result in an ending working capital balance that exceeds the policy minimum of 20% of operating expenditures. ALTERNATIVES: Defer or delay the project. These alternatives are not recommended, due to the immediate need to provide additional-security at this essential facility.
