There have been two important recent meetings of the Performing Arts Center Commission on April
24, 2003 and June 1, 2003.
At the first meeting, which was the regular quarterly one, the major item of discussion was the
proposed budget for 2003-04. Under the revised operating agreement, the City, the Foundation for the
Performing Arts Center (FPAC) .and the University share the responsibility for making up any
operating deficit on a 1/6, 1/6, 2/3 basis. Accordingly, the Commission took very seriously its
responsibility to keep the deficit as small as possible. The Managing Director of the PAC presented a
series of proposed budget cuts and fee increases that will keep the City's share of the deficit under the
$217,000 projected for the 2003-04 fiscal year at the time that the operating agreement was revised.
The second was a special meeting of the Commission to consider a report from an ad hoc
subcommittee established several months ago to address the acoustical improvements still needed at
the PAC. As you may recall, there as been discussion of installing acoustical "clouds" since the Center
opened. However, further study by the original acoustician determined that there were a significant
number of other projects, some"passive" like the addition of felt or hanging of velours on certain solid
surfaces and others "active"like the"clouds" (now called the canopy) and additional speakers.
In order to determine the full extent of the improvements required to meet the original goal of the
founders for an acoustically excellent hall, but still be true to the beauty of the architecture, a design
team has been created consisting of the University's architects, the original acoustician and the original
building architect. With the input of this team, new budget estimates have been developed for the four
phases of the project: schematic design, design development, construction documents and
construction.
While the cost figures will continue to be refined through these phases, the current estimate is that
approximately $2.2 million will be required to complete all the design work and the majority of the
construction projects. Of this cost, the City's share will only be the $150,000 committed by Council
several years ago. Cal Poly agreed to pay$600,000 at the time the Center was completed and that will
remain their share. FPAC has pledged to raise the remainder of the funds from the community.
Assuming that the fundraising goes forward as anticipated, actual construction is scheduled to take
place in the summer of 2005.
The Commission approved moving forward with the contract to complete the design process. The
acoustic subcommittee will make regular reports to the Commission on progress, cost estimates and
projected funding resources. Before commencing the working drawing phase, the Commission will
formally approve the schematic design plans and refined cost estimates.

Looking to Buy a New Car? Consider a Clean Alternative!
The San Luis Obispo County Air Pollution Control District(APCD),in partnership with Toyota San Luis
Obispo and Sunset Honda,are launching a new hybrid vehicle incentive program to promote clean car
technologies now available in the marketplace. Incentives of$1,000 are available on a first-come,frrst-
served basis to SLO County residents who purchase new hybrid vehicles that meet the Super-Ultra Low
Emission Vehicle(SULEV)standard,from a participating dealer. These hybrids are 90%cleaner than the
average new 2003 model year vehicle.
Currently,there are three hybrid vehicle models available in the SLO County marketplace that meet the
SULEV emission standards. Toyota San Luis Obispo offers the Prius,a 4-door sedan,while Sunset Honda
offers the Insight a sporty 2-door and the Honda Civic,a 4-door sedan.
To participate in the Hybrid Vehicle Incentive Program you must meet the following criteria:
• San Luis Obispo Courcy Resident
• Vehicle must be purchased from one of the participating dealers:
Sunset Honda in San Luis Obispo
Toyota San Luis Obispo in San Luis Obispo
New hybrid vehicle must meet the Super-Ultra Low Emission Vehicle(SULEV)standard
■ Complete the Vehicle Purchase Certification Form which is available from the car dealer
■ Only one incentive available per customer
• Incentives are not retroactive. Vehicles purchased before April 21,2003 will not be eligible for
this incentive program.

Hybrid vehicles operate with two engines.Using advanced technologies that combine a gas engine with an
electric motor, automobile manufacturers have designed an environmentally conscious, fuel-efficient(i.e.,
between 48 -68 mpgX user-friendly vehicle. Even though electricity is used to power hybrids,these
vehicles have on-board recharging systems that eliminate the need to plug-in the vehicle battery for
recharge.
By increasing consumer awareness and providing financial'incentives,the District hopes to encourage SLO
County residents to consider air quality impacts as an important factor when shopping for a vehicle.By
focusing the purchase incentives on hybrid vehicles that meet SULEV emission standards,this program
will simultaneously reduce California's petroleum demand and reduce emissions from vehicles.
