SUBJECT: PUBLIC HEARING TO CONSIDER REQUEST FROM BEACH
CITIES TAXI CAB TO INCREASE THEIR PICK UP FEE
CAO RECOMMENDATION
Approve request from Beach Cities Taxi Cab to increase their pick-up fee.
DISCUSSION
Background
On March 17, 2003, the City received a request from
Beach Cities Cab Company to increase their pick-up Table 1: Proposed Schedule of Rates
fee. The pick-fee is the base charge to customers for
Beach Cities Cab Company to dispatch a vehicle. Fee Type Current Proposed Change

Beach Cities Cab Company, the reason for the
proposed increase is due to the increase in fuel prices. This is the first request from Beach Cities
Cab Company to change their schedule of rates. Please refer to Table 1.
Beach Cities Cab Company also requested to expand their taxi cab fleet from three vehicles to ten
vehicles. Pursuant to Municipal Code 5.20.080, the city clerk notified all certificate holders of the
request from Beach Cities Cab. Because no protests were received from the other certificate holders
after ten days, Beach Cities Cab Company was granted their request to operate ten vehicles in the
City of San Luis Obispo.. No action is requested or required from City Council regarding the
request from Beach Cities Cab Company to expand their taxi cab fleet.
Municipal Code Requirements
The Municipal Code 5.20.160 requires that taxi cab certificate holders apply to the City to modify
their schedule of rates, and schedule of rates can not change without a hearing before the Council.
The Municipal Code also states that the city clerk will notify each certificate holder of the public
hearing in writing at least five days before the hearing, and that the council may give other notice as
necessary.

Need to Increase for Additional Taxi Service
As stated above, the reason for the increase of the pick-up fee is due to the increase of fuel prices.
Though not mentioned in the applicant's request,the proposed increase will also help to defer other
business costs. It has been a challenge for Beach Cities Cab Company to maintain its insurance
without interruption as required by the. City's Municipal Code. However, Beach Cities Cab
Company is current with their insurance at this time.
Though the increase in the pick-up fee is one dollar, the new pick-up fee will still be less than the
current pick-up fee charged by Central Coast Taxicab Company which is $3.00.
FISCAL EVIPACTS
There will be no financial impact to the General Fund by approving the CAO Recommendation.
ALTERNATIVES
Any modification of schedule of rates is under the sole purview of the City Council and as such,
a number of alternatives exist that the Council may wish to consider.
Alternative 1. The Council may deny the request to increase the Beach Cities Cab Company
pick-up fee. This is not recommended because of the potential financial hardship this may cause
the company, particularly with regard to maintaining required insurance coverage without
disruption.
Alternative 2. The Council may choose to standardize the schedule of rates for all taxi cab
certificate holders. All certificate holders would then have the same schedule of rates and charge
the same fees. Under this alternative, Council would need to direct staff to work with cab
companies to facilitate a standardized schedule of rates. Staff will then return to Council for
approval of these rates.

RESOLUTION APPPROVING REQUEST FROM BEACH CITIES CAB
COMPANY TO MODIFY THEIR SCHEDULE OF RATES
WHEREAS, the City Council of the City of San Luis Obispo desires to provide
for taxi service for it's citizens; and
WHEREAS, Central Coast Taxicab and Beach Cities Cab Company are the
current taxi operators in the City of San Luis Obispo; and
WHEREAS, the City has received an application from Beach Cities Cab
Company to increase their schedule of rates; and
NOW, THEREFORE, BE IT RESOLVED that the City Council approves the
schedule of rates from Beach Cities Cab Company as shown in Exhibit A.

As I am sure you are all aware of, that the gas prices are going.up and probably are not going
down any time soon. I am requesting that The Council approve my increase from $1.50 to $2.50
pick up fee. An increase of$1.00.
Please note that my increase in pick up charge will be scheduled to change on Monday April r
2003. Which should give The Council enough time for notification.
