SUBJECT: POLYBUTYLENE SERVICE REPALCEMENT,
SPECIFICATION NO. 90372
CAO RECOMMENDATION:
1. Approve plans and specifications for"POLYBUTYLENE SERVICE REPLACEMENT,
SPECIFICATION NO. 90372."
2. Authorize staff to advertise for bids and authorize the CAO to award the contract if the
lowest responsible bid is within the Project Budget.
DISCUSSION:
Polybutylene plastic water pipe came into use in the 1970's. The City and many other agencies
allowed its use for water services. By the mid 1980's service failures began occurring. The pipe
had apparently become brittle and was failing as a result. The City no longer allows the use of
this material; however, an estimated 4,000 polybutylene water services were installed during the
time it was allowed.
The water distribution maintenance staff can no.longer keep up with the number of service
failures, numbering as high as 200 a year. An annual replacement program has been established
and will last approximately 8 more years. Each year one area of the City will be researched to
determine which services are polybutylene and the replacements will take place. The areas are
selected in coordination with the City's Pavement Management Program. The replacements will
occur a year or so in advance of the paving for that area.
Funding for polybutylene water service replacements occurs on an annual basis. Due to the time
it takes to research water service materials, produce the bid documents, and construct each
project, the funding has gotten out of phase with the construction. Staff expected this to occur,
since some Pavement Management Plan areas have more polybutylene water services than
others. The level of funding is appropriate, however, resulting in projects that are generally the
right size. It has been demonstrated that smaller projects result in higher cost per service, while
larger projects put an undue burden on staff and take too long to complete.
This project replaces 328 polybutylene services. The vast majority is located in Pavement Areas
7 & 8, with a few in Pavement Area 6. Area 7 is scheduled for paving in Summer of 2004, Area
8 is scheduled for Summer 2005, and Area 6 is scheduled for Summer of 2003. A vicinity map
of all locations is included as Attachment No. 1.

CONCURRENCES:
Community Development Department has given this project a categorical exemption.
FISCAL IMPACT:
The Polybutylene Service Replacement Program is funded at $250,000 per year. There is currently
$406,400 in the Polybutylene Replacement account, reflecting savings from previous years due to
favorable bidding. On July 1, 2003, with adoption of the 2003-05 Financial Plan, there will be an
additional $250,000 available to support this project. Use of this money is appropriate, since the
project includes polybutylene replacements in the next Pavement Management Plan area, Area 8.
The next polybutylene replacement project will be smaller, or will be timed such that the remaining
balance can be combined with the funding for the 2004-05 fiscal year.
