CAO RECOMMENDATION
1. Approve plans and specifications for "Street Reconstruction and.Resurfacing Project: Summer
2003, Specification.No. 90346."
2. Authorize staff to advertise for bids and authorize the CAO to award the contract if the lowest
responsible bid is within the Engineer's Estimate.
3. Authorize the transfer of funds from previously completed paving projects to the project
account.
DISCUSSION
The City's Pavement Management Plan (PMP) was adopted by the City Council on April 14, 1998.
The key elements of the PMP are the establishment of eight principal areas within the city, and a
maintenance plan in which each of these eight areas will receive maintenance over an eight-year
period. Streets located in the central downtown area are not part of this rotation and are handled
separately with special coordination. This project reflects required major pavement work in Area 6.
Earlier in the year the City hired a consulting firm specializing in pavement maintenance to
complete pavement testing in Area 6. A report of the analysis and design recommendations for the
streets in this area was developed and used as a guide by the City's Pavement Manager for
determining the design of the reconstruction for this project. The City's Pavement Manager then
determined which streets in the area would receive an overlay and which will be slurry sealed to
make the best use of the pavement funds.available.
Typically, as part of paving work, existing water valves and sewer manholes are reset to the new
street surface. In this paving area, the sewer manholes are an old square style, which are prone to
falling into the manhole when shifted. These will be replaced with the current standard round lid.
Some minor upgrading of sewer cleanouts will be completed as well. Water valves will also be
upgraded to current standards as they are set to the new street grade.
The project includes a short section of subsurface drain. Attempts to pave Pepper Alley last
summer were unsuccessful for the portion of the alley closest to Pepper Street. The area has so
much water that it was impossible to compact the asphalt. The drain will carry the subsurface water
to the adjacent street drainage facility. The alley paving will then be completed.
CONCURRENCES
Community Development Department has given this project a categorical exemption.

1) "Funds Available" include the project budget plus funds remaining in completed paving
projects. Actual available funds may vary depending upon the bid prices for the Slurry Seal
project currently bidding and estimated at$400,000.
2) Funding to raise utility lids is identified in the preliminary budget for the 2003-05 Financial
Plan in the Water Distribution System Improvements and Wastewater Collection System
Improvements. Staff anticipates contract award July lst, at which time additional funds would
become available in both the Water Distribution and Wastewater Collection funds to support this
project.
The project will destroy several traffic detection loops. In accordance with City requirements,
those detection loops will be replaced with video detection cameras. These are typically
purchased and installed by Public Works Maintenance prior to the start of the contract work.
