Subject: Economic Opportunities Commission Meeting of May 15`h
I filled in as John Ewan's alternate when he was unable to attend this meeting. In addition to the usual
EOC programs of weatherization, child development, and Head Start, the Commission discussed one
item of particular interest to the City of San Luis Obispo.
After many years, it now appears that EOC is moving forward to develop a North County Overnight
Shelter. EOC has obtained a$481,000 loan from the State to develop the shelter on a site that they
have currently been using for another EOC program. The loan obtained by the State can be forgiven if
a shelter is constructed and successfully operated for ten years.
In order to move ahead with the shelter, EOC must obtain funding commitments from the County and
from the Cities of Paso Robles and Atascadero to assure continuation of on-going operations. Since
the County now spends all of its CDBG Public Service funds for the Homeless Shelter and the Prado
Day Center in San Luis Obispo, the County will have to find another source of funding, or it may
reduce funds presently available to the SLO programs.
There will be public hearings in Atascadero this month and next for site approval;meanwhile, the EOC
will be working to receive a commitment from the Cities of Atascadero and Paso Robles and the
County for the shelter's on-going operations.
With severe budget constraints,we have no assurances that Atascadero, Paso Robles, and the County
will contribute funds to the program, however, we are pleased to see progress towards another shelter
in this County.
