RECEIVED �liliii��llllllllllllll11° I��IIIII�AY 2 9 2003 counc,l mEmo�2anbu iCITY CLERK May 29, 2003 TO: Council Members FROM: Ken Hampian, CAO SUBJECT: Added Information Regarding Vehicle Replacements During the Council meeting of May 27, 2003, concerns were expressed regarding the possible premature replacement of several "general purpose" vehicles. The perception was that many vehicles were being recommended for replacement at mileages well below 100,000. As such, I asked staff to prepare a listing isolating the general purpose vehicles (sedans and pick-ups) recommended for replacement during the 2003-05 Financial Plan period. This list is attached. As the list shows, seven general purpose vehicles are being recommended for replacement during the next two years, with one of the seven proposed for reassignment to the Fire Department to replace another "gray fleet" vehicle (a "gray fleet" vehicle is one that is old and already authorized for replacement — but has been temporarily kept in a reserve capacity to be used, for example, for a contract employee). Most of the vehicles have exceeded 100,000 miles, and five of the seven have exceeded the "target mileage". It is important to note that managing a large municipal fleet is not the same as managing one's personal automobiles. The nature of municipal vehicle use is different. In addition, as a matter of sound fiscal practices, our replacement policy is intended to trigger replacement "strategically" — that is, when a vehicle still has some surplus value but before it becomes a maintenance "money pit". Thus, our policy is based on a blend of specific vehicle experience and a kind of "actuarial prediction". Of course, it does not include the emotional element that is often involved in personal vehicle replacement decisions.. Lastly, while there are other "vehicles" recommended for replacement over the next two years that have lower mileage, these are either police sedans or heavy equipment, which have completely different replacement standards (although we are also recommending extending the replacement cycle for police sedans as a further cost saving measure). For 2002-03, the City's dues were $11,957 (which are based on population). The League has not finalized their dues for 2003-04; however, based on previous discussions with them, they believe that any increases will be modest. Accordingly, the Preliminary Financial Plan budgets $12,600 for this in 2003-04.
