Appoint Ed Thoma to an unexpired term on the JUC beginning on June 24, 2003 and expiring on March 31, 2007. 2. Appoint Nancy Cochran to an unexpired term on the JUC beginning on June 24, 2003 and expiring on March 31, 2007. DISCUSSION The City Clerk continued recruitment efforts to fill two positions, which remained vacant following the March 2003 recruitment process. After interviewing applicants, the Council Subcommittee is pleased to recommend the appointment of Ed Thoma and Nancy Cochran to fill two vacancies of unexpired terms beginning on June 24, 2003 and expiring on March 31, 2007. Why do you want to serve on a City advisory body? I would like to be involved with an organization that inspires the well being of our community. 2. Why do you want to be a member of the JUC and what do you hope to accomplish? I like the concept of a "joint use" committee that represents the interests of all user groups and advocates recreational opportunities for everyone. I am committed to an active and healthy lifestyle and concerned about the limited resources for recreation and sports activities in our community. I hope to contribute toward practical and successful resolutions of current recreational issues. 3. Have you ever attended a meeting of the JUC or another City advisory body? What observations did you make? Over the past 10 years, I have attended City Council, Planning Commission and the Department of Parks and Recreation meetings. I attended the initial planning sessions for the Damon-Garcia property and goal-setting meetings for the City's budget plan. I feel that our City officials show genuine concern and consider the opinions of the community when making decisions that affect us. Recently, the City agreed to give top priority toward the development of softball fields after a budget planning session. 4. What qualities, experience and expertise make you a good candidate for the JUC? Please see attached sheet. 5. In your view,what are some key recreational use issues in SLO? One issue is the lack of adequate sports fields in ourcommunity. Most everyone shares concern for the welfare of our youth and recognizes that participation in organized sports in a safe environment can be a very positive influence. SLO does not have quality places for youth (or adults) to play because there have been no major new field development projects in 25 years while our population and participation in sports has grown exponentially. To exacerbate this situation, SLO also lacks the resource_s for proper field maintenance. Continued on next page ATTACHMENT 2 Why has this situation evolved? Historically, there's been no unity or on-going coordination among youth sports groups helping to organize, provide stability and to serve as an advocate, building political muscle. The San Luis Obispo Youth Sports Association (SLO- YSA) now exists to address these shortcomings. They are also the driving force behind promoting the Damon-Garcia property as a future sports complex. I'm proud of my involvement with the SLO-YSA, and will continue to be an advocate for this organization. 6. Is there any additional information about yourself you'd like to share? (Please feel free to attach a resume,if you have one). My background includes extensive management, student advising and public relations experience. During my nine years at UCSB, I advanced to management positions in two of the largest academic departments on campus. I worked closely with students and faculty to develop policies and procedures, served on university task forces and co-authored and produced departmental brochures and program literature. I attended seminars and have given presentations to prospective students, parents, community members and colleagues at other UC campuses. I also directed the advising and study programs of 1,400+ students who participated in the University of California's Education Abroad Program. Currently, I serve as the Theatre Operations Manager for the Performing Arts Center. This position allows me to work with a diverse population and has proven to be a stimulating challenge. I am involved in implementing policies and procedures for the Center and serve as a resource for client groups, donors and constituents. I am actively involved in fund raising and also promote the use of this facility. Given my professional and volunteer-oriented background, I feel I would be a good candidate for the JUC. I am committed to our community and would like the opportunity to contribute to effective and sound decision making on recreational issues. I will offer my commitment to the success of this committee's projects and goals. Signature: Date: S 2Z ATTACHMENT 2 Additional information for Nancy Cochran's Advisory Board Application: Leadership San Luis Obispo, Class XIII I applied to and was accepted in the Chamber of Commerce's Leadership SLO program in January 2003 and will continue until October 2003. Taken directly from their mission statement- "The purpose of Leadership SLO is to identify and develop effective community leaders to work together in pursuit of a combined vision for the county . . . enhancing their effectiveness and willingness to serve in leadership roles in their local communities and increasing partnerships between the business community and educational, governmental and non-profit organizations by creating a greater awareness of community resources and opportunities for participation and recognition." San Luis Obispo Youth Sports Association (SLO-YSA) From November 1998 until June 2002, 1 served as a volunteer staff member in charge of public relations. I was a founding member and incorporator of the SLO-YSA, responsible for organizing and publicizing the Pac Bell Park Pitch Relay in February 2000 that raised over $7,680 for our association. I was on the organizing committee for the recent Olympic Torch run in SLO and assisted with the hospitality tent for the torch runners and dignitaries. I continue to actively support the SLO-YSA's involvement with the Damon-Garcia project for the development of a future sports complex for our community. Laguna Middle School PTA From August 1999 until the present, I have been responsible for ordering, organizing and selling P.E. clothes for Laguna Middle School. I am current chair of the annual 8" grade picnic (400+ students) to be held at Cuests College. Babe Ruth Baseball League From June 1999 until the present, I have assisted with fund raising, special events, and public relations for the league. I am currently responsible for league registrations. Cal Riaken/Bambino Baseball Leaque From June 1996 through May 2000, 1 was board secretary and active in fund raising, securing sponsorships and organizing tournaments for the league. I helped develop and plan the league's annual Barn Dance fundraiser. AYSO_(American Youth Soccer Organization) From January 1996 through December 1999 1 served as secretary, and during my last year on the board, as vice-chair. Over 1,200 children participate in AYSO soccer in San Luis Obispo and I helped organize yearly registration, the"Opening Day Ceremony" held at Cal Poly and acted as co-tournament director for the annual All-Star and District tournaments. City to the Sea Marathon From January 1997—October 19971 served on the inaugural committee to organize the City to Sea Marathon, a fundraiser for the Fairbanks Memorial cross-country track at Cuesta College. I was responsible for soliciting bids from sub- contractors, creating and maintaining speadsheets and databases for project and bank information, scheduling and contracts. I directed the advising and study programs of 1,400+students who participated in the program each year. I assisted in the determination of Education Abroad policies in consultation with the Director and Associate Director of EAP.
