McCluskey, Director of Public Works Prepared By: Christine Corn,Engineering Technician SUBJECT: ADDITIONAL WATERLINE INSTALLATION TO DOWNTOWN WATER/SEWER LINE PROJECT, SPECIFICATION NO. 90240 CAO RECOMMENDATION 1. Approve a change order replacing a failing waterline on Chorro Street from Palm to Monterey to the "Water, Sewer and Stormdrain Improvement Project, Specification No. 90240;" and 2. Approve transferring a total of $82,800 from the balance in the Utilities Dept. water distribution system improvements, old account($57,926.11) and from Utility Dept. working capital account($24,873.89). DISCUSSION The City has established an ongoing program to replace aging and deteriorating water and sewer infrastructure. The current such project, "The Century Project", is located in the downtown and conists of two separate contracts and contractors working on infrastructures in Monterey, Palm, Osos, Morro, Chorro and Broad Streets. The waterline on Chorro is not listed in the 2001-2003 financial plan as the Utilities Department research led them to believe the replacement need was not great. However, while replacing the sewer and water lines on Palm, the waterline down Chorro was exposed and found to be deteriorating. Staff feels that it would be best to replace the waterline now for the following reasons: 1. The waterline is sixty-five years old and is deteriorating with water crews reporting previous breaks. 2. The contract calls for the sewerline to be replaced-in the same block, which will further tax the already stressed waterline as the sewer laterals are being replaced. 3. The deteriorating infrastructure could cost more to replace in an emergency situation and leave businesses and residents without water. 4. It would be better to replace the waterline now than to come back and replace it in a year or two, disrupting the downtown so soon after the Century Projects completion and possibly digging up a newly paved street. The additional waterline will require nighttime work, as do all the other waterlines, to complete the waterline tie-ins, as that work requires shutting off water to businesses. The specifications for project No. 90240 will apply which require the Contractor to have the streets open to traffic by 4:00 P.M. on Thursday evenings to accommodate Farmer's Market. New trenches will be dug for the waterline in this location, requiring both an archeologist and Native American monitor to be present. The Community Development Department has completed cis i C Council Agenda Report—Downtown Utility Pipeline Installation Page 2 an Initial Study and identified mitigation for the work on the Century project (projects 90240 and 9026 1) so the monitors will already be on site. Staff will notify the Downtown Association of the addition to the project and make sure downtown businesses are kept up to date on the construction dates. CONCURRENCES - The Downtown Association was contacted and concurs that it makes sense to complete the entire infrastructure in this street at one time. FISCAL IMPACT Bids were taken from both contractors currently working on the Century Project, Tierra Contracting, Inc. was the low bidder. Approval of this change order will require a total of$82,800 (the bid of$75,240.96 plus a 10% contingency of$7,559.04.) Funding to add this additional section to the downtown sewer water capital project number 500.55900.90240.55900240.90553 is recommended to come from two .sources: the balance in the 2002-03 water distribution system improvements account ($57,926.11) and a small amount from available working capital ($24,873.89). Change Order New Total Water Fund For additional Project Const. waterline Water Fund Construction: $415,935.00 $ 75,240.96 $491,175.96 Contingencies: $42,065.00 $ 7,559.04 $49,624.04 Total for Construction: $458,000.00 $ 82,800.00 $ 540,800.00 ALTERNATIVES The Utilities Department has determined that due to the condition of the waterline that it must be replaced, so the only alternatives revolve around when that should occur. Staff has looked at alternative timing. A. Wait until current project finishes and then bid a new project. This is not favored because: 1. Chorro is an arterial street with the block between Monterey and Palm being a main walking route from the parking structure to the mission. As they have little or no street parking, the merchants on this block rely heavily on foot traffic for their business. To close it a second time after the current project is complete would not be favorable to mission plaza and downtown merchants, particularly the merchants on the block of Chorro in question. Projects costs are generally higher on small projects as there is a cost break associated with construction done in large quantities. The cost of pipe has risen significantly since the start of construction on the Century Project, this increase along with the higher cost associated with small jobs would result in construction cost being higher than if included in the current project. 3. The waterline on Chorro is connected at the intersections of Palm and Monterey to new waterlines installed during the current project. The pressure change from these new waterlines could facilitate a break in the deteriorating waterline on Chorro. 4. Should a break occur, a disruption to merchants as well as the cost of constructing an emergency project could be extremely high. Wait until after the Copeland's project is complete. This is not favored because of the same reasoning as above and: 1. With Copeland's open and the County building complete, the added traffic will make it even more difficult to close streets for construction. 2. The already over taxed waterline will be taxed even more which could result in a costly waterline break. The existing Century project has already experienced schedule delays and the additional waterline replacement could lengthen the project completion date. However, Staff believes it would be best not to have a second disruption to the downtown after the Century project is complete and new facilities are open. Taking all things into consideration, it appears best to move forward with the change order at this time rather than delaying it.
