FUNDING TO SUPPORT THE PROJECT CAO RECOMMENDATIONS: 1. As recommended by the Promotional Coordinating Committee (PCC): a) conceptually approve the temporary public art project proposed by the Friends of Prado Day Center (Friends) and authorize City staff and the City's ad contractor to work collaboratively with Friends, the Downtown Association and the arts community to implement the project; b) allocate $5,000 of the remaining 02-03 Grants-in-Aid (GIA) funding as seed money for the project. 2. Authorize the Mayor to execute the agreement with Friends. DISCUSSION Project Information On May 13, 2003, the PCC received a letter from Friends requesting $6,500 from unallocated 02- 03 GIA funds to help launch a new event designed to enhance tourism in the City and raise funds for the Prado Day Center. (Attachment 1) Modeled after the popular programs in Chicago (cows and chairs), Seattle (pigs), Cincinnati (pigs and baseball bats), Racine, WI (Labrador retrievers), Los Angeles (angels), and Calaveras County in Central California (what else, but frogs!), the proposed event uses the native Steelhead Trout to create a unique public art exhibit specific to San Luis Obispo. (See attachment 2 for sample artwork.) As stated in their letter, the event will take place in the spring of 2004 in downtown San Luis Obispo. While the specifics of the event have yet to be determined, the intent is to identify local underwriters and sponsors (i.e. banks, businesses, individuals) to purchase blank fiberglass fish forms. Local artists, design professionals and community members will be recruited to provide the talent and creativity to transform the fish into works of art. The idea is to display the "art fish" through the late spring and early summer in the downtown area in front of sponsoring businesses or possibly at sites previously approved for the Revolving Sculpture Program. (Final site selections will receive appropriate advisory body approval.) To raise funds for Friends (and thus the Prado Day Center), the pieces will be auctioned to the public at a forum as yet to be determined (i.e. a main event, over the web, etc.) �1 t 1 Friends of Prado Day Center&Vintners Assoc Request for 02-03 GIA Funding Page 2 If approved, the City's involvement will include: 1) providing $5,000 seed money for Friends to purchase the fish sculptures and assist with promotional information to sponsors and artists; 2) assisting with marketing the event via website design and web promotions; 3) serving on the coordinating committee; 4) assisting with designing and printing the promotional materials and developing a website. PCC Review The PCC discussed the funding request at its regularly scheduled meeting of May 14; 2003 and expressed support for the project (Attachment 3). From a City perspective, the project offers a unique opportunity to enhance, market and promote the City at a time of year that is traditionally slow for tourists and special events. It also uses art as it's medium and presents a creative means of raising funds for the Prado Day Center, which the City annually supports. The PCC recommended $5,000 for Friends of Prado Day Center. FISCAL IMPACT Unallocated funds of$8,235 exist in the Cultural Services Grants-in-Aid account. If approved, $3,235 will remain. ALTERNATIVES 1. The Council could choose not to authorize staff to work on the project. This is not recommended because of the exceptional tourist promotional opportunities that exist with such a project. City oversight assures that the project develops in a manner that is consistent with City practices in terms of marketing and promotional strategies. 2. The Council could choose to not fund the project or fund it at a different level. This is not recommended because 1) the GIA funding was specifically allocated for cultural and promotional activities, and the project clearly meets the existing award criteria; and 2) to reduce or alter the funding could impact the efficacy of the project. Treasurer The event is modeled after several other cities that have used Animal.Art to SLO Downtown Association create a unique public art exhibit and boost tourism activity. These cities Board Members: include Chicago, Seattle, Racine (Wisconsin), Los Angeles, and Calaveras Tom Beem County in Central California. San Luis Obispo County. Mental Health Department The event will take place in the spring of 2004 in downtown San Luis Dave Juhnke Obispo. Local businesses will be invited to participate as sponsors and to San Luis Obispo display the statues. Local artists will be recruited to showcase their talents by Chamber of Commerce •• painting the statue. The statues will be auctioned at a main event and any CommCunityrony Chuck proceeds will be donated to the Prado Day Center. Representative This event will be in collaboration with the City of San Luis Obispo, SLO Betsy D Luis Obispomette Downtown Association City of San Luis Obispo , Friends of Prado Day Center, and the local artist community. The theme of our statue under consideration is the Steelhead DoeLarson People's Kitchen P Trout which would celebrate our San Luis Obispo Creek. ' Grace Mitchell Funds are needed to help defray the costs associated with planning and Community Representative promoting the event. This includes designing and purchasing the statues, Dave Small designing and printing promotional materials, and developing a website. GIA Status Report and Recommendations for 2003-04 Allocations Diane Hunt Roberts provided Committee members with a report on the Subcommittee's recommendations for 2003-04 allocations. The GIA Summary was discussed, with Diane expressing the Subcommittee's thoughts behind some of the allocations. The Committee agreed with the recommendations that will be presented to the potential recipients at the May 28, 2003 special meeting. b. Requests for Funding From Remaining 2002-03 GIA Budget Two separate requests for GIA funding in 2002-3 were presented to the Committee. Both were discussed at the same time. The San Luis Obispo Vintners and Growers Association requested funds to assist them in a collaborative marketing opportunity they have for a billboard on Highway 101. Cate Norton provided background information. The billboard is presently under contract to the Embassy Suites —who had not intended to continue using the billboard in the future. However, the Embassy Suites has the right to keep using the billboard for the next few years, and has prepaid for that use. The billboard is on 101, on the northbound side, and therefore viewed by southbound traffic. The Embassy had offered the billboard to the Vintners Association at a reduced cost. In discussing the proposal, Committee members expressed support for the partnership opportunities this marketing campaign presented. The Friends of Prado also requested funds to assist them in a collaborative public art project that could result-in the City having trout decorated by artists, design professionals, and community members and then displayed throughout Downtown. The project would be similar to the Cows of Chicago or the Pigs of Cincinnati or the Labrador Retrievers of Racine. Newland moved and Rosene seconded the motion that the Council allocate $5,000 to the Friends of Prado for the Public Art Project and$3,235 to the San Luis Obispo Vintners and Growers Association for the billboard project and that the Vintners be encouraged to develop stronger partnerships with the City and its ad contractors during the time the billboard is in place so that the marketing opportunities it creates are thoroughly explored. (5-0-2 Nicklas and Norton abstained). 7. PCC MARKETING SUBCOMMITTEE REPORT Debby Nicklas summarized the recent activities of the Marketing Subcommittee. Much of the Subcommittee's work has been focused on updating the Draft Marketing Plan 8. RETREAT PREP Jim Seybert, the facilitator for the May 15, 2003 Retreat, introduced himself and outlined his proposed Agenda for the Retreat. Jim then gave the committee a presentation on marketing, focusing on our need to know who we are and where we are going. Jim gave Committee members the homework assignment of thinking about what are promise is to visitors and to try r" l C ATTACHMENT f AGREEMENT THIS AGREEMENT, dated 2003 for the convenience of the parties hereto, is between the CITY OF SAN LUIS OBISPO, a chartered municipal corporation(referred to herein as.CITY), and FRIENDS OF PRADO DAY CENTER. WITNESSETH WHEREAS, FRIENDS OF PRADO DAY CENTER has requested CITY to contribute to a program to provide the service described in "Exhibit A" attached hereto, and WHEREAS, said services will be available to residents of the City, thereby serving both a public and municipal purpose. NOW, THEREFORE, CITY AND FRIENDS OF PRADO DAY CENTER for and in consideration of the mutual benefits,promises,and agreements set forth herein,do agree as follows: 1. FRIENDS OF PRADO DAY CENTER will make its services as described in "Exhibit A" herein,available to CITY residents on a regular basis from the date this Agreement is made and entered, as first written above,until acceptance or completion of said services. 2. FRIENDS OF PRADO DAY CENTER will provide CITY with final program report, summarizing administrative, financial, and client service activities. Said report shall be in the form of "Exhibit B", attached hereto. 3. FRIENDS OF PRADO DAY CENTER, and all of its agents,representatives,or participants in any manner in the performance of its obligations and duties hereunder shall be employees, independent contractors, or volunteers of FRIENDS OF PRADO DAY CENTER. They shall not for any purpose be considered employees or agents of the CITY. 4. FRIENDS OF PRADO DAY CENTER,and all of its agents,representatives or participants,agree that it will not engage in discrimination in its operations because of race,religion,sex,national origin,sexual orientation, age,physical,mental or economic status.. 5. FRIENDS OF PRADO DAY CENTER agrees to defend, indemnify,protect and hold the City of San Luis Obispo and its agents, officers and employees harmless from and against any claims asserted or liability established for damages or injuries to any person or property which arise from or are connected with or are caused or claimed to be caused by the acts or omissions of FRIENDS OF PRADO DAY CENTER and its agents, officers or employees, negligent or otherwise, during the term of the Agreement and from all expenses of investigating and defending against same. 6. CITY agrees to pay FRIENDS OF PRADO DAY CENTER a one-time only grant, in the sum of$5,000, to be used as described in "Exhibit A". The grant will be paid in full upon execution of this agreement. 7. The City Administrative Officer may terminate this agreement at his sole discretion,after providing written notice to FRIENDS OF PRADO DAY CENTER. Said termination shall be effective thirty(30)days after CITY mails notice of termination of agreement to FRIENDS OF PRADO DAY CENTER. Any funds not paid pursuant to paragraph 6 above shall revert to City upon said termination. c4 .g ATTACHMENT4, 8. FRIENDS OF PRADO DAY CENTER shall provide recycling containers on agency premises for collection of office paper, newspaper, and glass, aluminum, tin (bi-metal) and plastic 1-7 containers. FRIENDS OF PRADO DAY CENTER shall also collect corrugated cardboard for recycling and provide recycling containers at special events as appropriate. Collection services are provided free from San Luis Garbage at 805/543-0875. 9. FRIENDS OF PRADO DAY CENTER shall acknowledge CITY support in promotional materials by using a standardized logo that will be available upon request from.CITY. 10. The reports shall consist of the following: 1. Administrator's Report- A brief synopsis of the activities of the reporting period. This should include a statement describing activities, service or programs provided, and any changes that have occurred during the reporting period. 2. Statistical Survey: Should include the number of participants in the organization's ongoing activities and/or events. Survey should also include, to the best of your ability, the demographic make-up of participants, i.e., residents, non-residents, and age groups (youth, teens, adults or senior citizens). 3. Financial Report: A financial statement that details how the City's grant monies have been expended.
