DISCUSSION On August 20, 2002, the Council adopted an addendum to the 2000-04 Memorandum of Agreement (MOA), which authorized the transfer of representation of the Police Records Clerk classifications to the San Luis Obispo Police Officers' Association (POA). The addendum contained a provision for a re-opener to discuss adjustments to the uniform allowance and development of a new uniform standard for the Police Records Clerks. City staff and the City's negotiations consultant, Bill Avery, met with representatives of the POA and have come to a tentative agreement on a more formalized uniform standard, which corresponds with the uniform standard for other non-safety personnel in the Police Department. In recognition of the increased uniform requirements, Police Records Clerks will receive the same the uniform allowance as other members of the POA, effective July 1, 2003, which is $900 per year. FISCAL IMPACT The cost of the increase to the uniform allowance is $2,000 on an annual basis. Funding required to support the increased cost is included in the two-year financial plan for 2003-05. ALTERNATIVES Because the addendum demonstrates the City's and POA's willingness and ability to craft a mutually satisfactory agreement in a timely and collaborative manner, no alternatives are presented for Council consideration. (2003 Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO ADOPTING AND RATIFYING AN ADDENDUM TO THE MEMORANDUM OF AGREEMENT BETWEEN THE CITY OF SAN LUIS OBISPO AND THE SAN LUIS OBISPO POLICE OFFICERS' ASSOCIATION FOR THE PERIOD OF JULY 19 2000 - JUNE 309 2004 BE IT RESOLVED, that the City Council of the City of San Luis Obispo hereby resolves as follows: SECTION 1. The Addendum to the Memorandum of Agreement between the City of San Luis Obispo and the San Luis Obispo City Police Officers' Association (POA), attached hereto as Exhibit"A" and incorporated herein by this reference, is hereby adopted and ratified. SECTION 2. The Finance Director shall adjust the Personnel Services appropriation accounts to reflect the negotiated compensation changes. SECTION 3. The City Clerk shall furnish a copy of this resolution and a copy of the executed Memorandum of Agreement approved by it to: Dale Strobridge, San Luis Obispo Police Officers' Association, and Karen Jenny, Acting Director of Human Resources. Lowell, City Attorney EXHIBIT "A" ADDENDUM#2 TO THE 2000-2004 MEMORANDUM OF AGREEMENT BETWEEN THE CITY OF SAN LUIS OBISPO AND THE SAN LUIS OBISPO POLICE OFFICERS' ASSOCIATION A. PURPOSE OF THIS ADDENDUM 1. Pursuant to the August 20, 2002, Addendum to the 2000-04 Memorandum of Agreement (MOA) the City and Association have meet and conferred regarding the adjustment to the uniform allowance for the Police Records Clerk classifications. B. MODIFICATION TO ARTICLE 16, UNIFORM ALLOWANCE 1. Effective July 1, 2003, Police Records Clerk classifications shall receive the Uniform Allowance as set forth in Article 16 of the Memorandum of Agreement between the City and Association. The Department shall specify the appropriate uniform to be worn by Records Clerks.
