SPECIFICATION NO. 90272B
CAO RECOMMENDATIONS:
1. Approve plans and specifications for "Laguna Hills Playground Improvements & Islay Hill
Playground Swings, Specification No. 90272B," authorize the soliciting of bids and authorize
contract award by the CAO if the lowest responsible bid is within the Engineer's Estimate.
2. Appropriate $25,000 in approved State grant revenue to the Laguna Hills Playground project
budget
3. Approve transferring $14,000 from the capital maintenance projects account in the Park and
Landscape Maintenance Program budget to the Laguna Hills Playground.project budget
4. Approve transferring$27,200 to the Capital Outlay Fund completed projects account
DISCUSSION:
Laguna Hills Playground
Renovations to Laguna Hills Playground were originally budgeted in the 1993-95 Financial Plan as
part of a Park Renovations project that included work at eight locations. Five locations were
scheduled for construction in 1993-94 , and three others (including Laguna Hills Playground) were
scheduled for 1994-95. After completion of the 1993-94 projects it became apparent that the
remaining budget would not cover all of the 1994-95 projects. As a result, Laguna Hills
Playground renovations were postponed until money was appropriated in the 2001-03 Financial
Plan. (See pages E-11 and E-36 of the Financial Plan and pages 308-310 of Appendix B.)
The project scope has changed since it was originally proposed in 1993. The original project
included replacing a portion of the equipment to meet codes current at that time and also
correcting problems with drainage and shifting sand. Now ten years later, the condition of the
equipment has worsened and codes for playground equipment and accessibility have become
more stringent. Consequently, the new project scope now includes replacement of all
playground equipment and installation of accessible surfacing and a new accessible walkway
between the upper and lower playground areas.
In Fall 2002, the Parks and Recreation Department obtained a $25,000 Waste Tire Playground
Cover grant through the California Integrated Waste Management Board. This grant will cover
part of the cost of the rubber poured-in-place accessible surfacing. Grant conditions require that
the surfacing contain 100 percent recycled tire materials from California.

Islay Hill Park Swings
There is currently only one swing set with two swings at Islay Hill Park, which is heavily used
by day care centers and parents of young children. Park maintenance workers had received many
comments that this swing set was always crowded and that children often had to wait quite a
while to get a turn on the swings. To address that problem, a $14,000 minor capital project was
included in the 2001-03 Park and Landscape Maintenance operating program budget to add a
new two-bay swing set with four swing positions to relieve overcrowding and provide toddler
swings in one bay and standard swings in the other bay. The Engineer's Estimate of$11,000
includes the costs to remove and dispose of the old swing and foundations, install the new swing
and foundations, install rubber poured-in-place surfacing for accessibility and provide additional
sand to comply with fall height requirements. As Parks Maintenance staff was preparing this
project for bidding, it was determined that the work required for this project was similar to that
needed for the Laguna Hills playground.
Because similar equipment and surfacing is being installed as part of the Laguna Hills
Playground project, staff is recommending that the work at Islay Hill Park be incorporated into
the larger project because it is likely that the City will realize savings by not bidding and
administering two similar contracts separately. It is also likely that the City will get a better price
on the equipment because more than one unit is being ordered and placed. Part of the staff
recommendation is that the operating budget appropriation for the Islay Hill Park swing set be
transferred to the capital project budget.
The plans and specifications have been combined for both playgrounds and the project is ready
to advertise and bid.
CONCURRENCES
The Parks and Recreation Commission has reviewed and approved the plans. The Community
Development Department has granted this project a categorical exemption.
FISCAL IMPACT
The Engineer's Estimate for this project is $151,000 plus $15,100 for contingencies. The grant for
using recycled tire material along with the transfer from the operating budget for the Islay Hill Park
swings will allow transferring $27,200 to the completed projects accounts, as shown in the
following table:
