The SLOCOG Board took a couple of actions of interest:
1. It validated the designation by the Feds of Highway One as a National Scenic
Byway—only one of less than 100 in the entire nation. A dedication `event' is
being planned. This designation runs from Highland Drive in SLO to the
Monterey County line.
2. Funding for a high priority turning lane at Harmony on Highway One caused
an interesting switch in budget funds. On first reading of the agenda, I thought
that we may have lost the finding necessary to build the Highway One divider
with the embossed rock motif for which COG put up 400k, but to and behold,
Caltrans fined 400k somewhere in their budget and that project which begins at
Highland in SLO and runs to the other side of Cuesta College will move ahead.
s' Two Dial-a-Ride systems are experiencing problems in meeting their minimum
fare box ratios— South Bay and Nipomo. The County which `runs'the South Bay
system will formally be put on notice that it will lose its fimding if improvements
are not forthcoming.
4. Staff recommended that COG remain neutral on AB 1221,the local sales and
property tax proposal by Steinberg and Campbell,but the Board under prodding
by Frank Mecham and myself(both PR and SLO Councils having voted 5-0 to
oppose),the Board voted 11-1 (Ovitt)to oppose the bill and to immediately
inform Sacramento. Dave Mullinex was in the audience and appeared pleased
5. The Board went into an extensive closed session dealing with employee salary
and benefit issues and will continue the closed hearings at the beginning of our
July meeting.
