SUBJECT: 2003-04 PROMOTIONAL COORDINATING COMMITTEE GRANTS-IN-AID RECOMMENDATIONS CAO RECOMMENDATION As recommended by the Promotional Coordinating Committee (PCC), adopt a resolution approving 2003-04 grants-in-aid and authorizing the City Administrative Officer to execute agreements with each grant recipient as described in Exhibit "A" attached to the resolution, and inclusive of any modifications made by the Council. DISCUSSION Background In February of this year, the PCC began its annual Grants-in-Aid process. Notices were placed in the Tribune advertising the availability of grants for local non-profit organizations that promote cultural services or recreational services of tourism promotion advantage to the City: Also, prior year grant recipients were mailed notices advising them of the time frame for the 2003-04 grants process. A workshop was held on February 12, 2003 for prospective applicants to review the grant application process, emphasize the Council's grant criteria, discuss the PCC's expectations for the applications and answer any questions from the applicants. Completed applications were due to the City in March. The PCC received 44 applications requesting a total of$159;189. This compares with 43 applications received in 2002-03 requesting $172,581. As in the past, the majority of applications were geared toward cultural activities. All applications were received prior to the deadline, and all were deemed complete. Copies of the 2003- 04 grant applications are available in the Council Reading File. Review Process Upon receiving the grant applications, the PCC convened a subcommittee to thoroughly review the applications and formulate preliminary grant recommendations. The Grants-in-Aid subcommittee was comprised of Diane Hunt Roberts(who served as chair), Wilda Rosene, and Cate Norton. In conducting the review, the subcommittee evaluated the applications against the current assessment criteria (Attachment 1). The subcommittee's preliminary recommendations were then presented to the full committee during the PCC's May meeting. During the meeting, the PCC reviewed the subcommittee's recommendations and set a public hearing date to present the recommendations to the applicant agencies. Council Agenda Report—2003-04 Grants-in-Aid Recommendations Page 2 Funding Recommendations A public hearing was held on May 28, 2003, to formally present the Committee's 2003-04 Grants- in-Aid recommendations to the applicant agencies. (See attachment 2) During the meeting, all applicants were given an opportunity to address the PCC regarding the recommendations. Representatives from nineteen of the applicant agencies were present, with the majority providing information about their programs and future plans, and in most cases expressing appreciation to the committee for its preliminary recommendations. Four organizations requested that their grant funding be increased from what was recommended by the sub-committee. a) The San Luis Obispo County Arts Council originally requested $4000 for publicity and advertising for the Open Studios 2003 event. The PCC recommended $2000. Because the Open Studios program is so successful in bringing many people into the area (an estimated 35% are from outside the area), the Arts Council felt the request was appropriate. The PCC explained its rational for halving the amount, stating that Open Studios has a North County and a South County weekend, of which San Luis Obispo is part of the South County weekend only (thus benefiting from half the publicity and advertising and justifying half of the requested amount). b) The San Luis Obispo Bicycle Coalition originally requested $6000 to advertise, promote and encourage people to ride their bikes during bike week. The PCC recommended $1000 because they felt that only two of the proposed activities met the criteria for GIA funding. Funding recommendations were restricted to printing costs associated with those two activities. c) The San Luis Obispo Vocal Arts Ensemble submitted a grant request for$2000 to assist with a fundraiser that would enable the organization to take a 2004 international tour. The PCC recommended no funding for two reasons: 1) because the event was scheduled for this fiscal year and would take place prior to funds being allocated by Council and 2) because the event for which funding was requested did not meet grant criteria. The Vocal Arts Ensemble asked if they could rewrite their grant but were denied by the PCC in order to be fair and consistent with other organizations. d) The Monday Club of San Luis Obispo requested $940 in grant support for printing of tour brochures and for rental of Ride-on buses for their annual event. The PCC recommended funding $500 for printing the tour brochures but felt the bus request did not meet the grant criteria. The Monday Club was willing to change their grant request to include more publicity, but as with the Vocal Arts Ensemble, the PCC felt this would not be fair and consistent to the other organizations and denied the request. Action on the Grants-in-Aid recommendations was taken after the public hearing. The PCC unanimously adopted the recommendations. The PCC directed staff to forward the recommendations to City Council for final action. Total funding available is $101,300 2. Total funding allocated is $97,855 in grants, with a reserve of$3;445. 3. Funding is provided to 42 organizations, with grants ranging from $500 to$6,000. A more detailed discussion of the individual grant recommendations can be found in Attachment 3. A member of the PCC will be available to the Council at the public hearing to respond to any inquiries. GIA Fund Balance Reserve The PCC is recommending that all but $3,445 of the grant funds be allocated. These remaining funds may be held as a reserve during the upcoming fiscal year to be used for unexpected grant opportunities, or may be used for additional allocations as requested by the Council at this time. Contracts Upon Council adoption of grant recommendations, staff will enter into contracts with each of the qualified organizations. Contracts will be monitored by the PCC and staff throughout the year. Changes to the GIA Process Each year, the GIA sub-committee reviews the grant application process to identify weaknesses that might be limiting the effectiveness of the program. If changes are needed,the PCC generally brings these recommendations to Council at this time for discussion, action and incorporation into the following year's program. This year, the PCC would like to perform a more critical analysis of the GIA program, to include review of the general guidelines, definition of tax exempt status, attachments needed for grant submittal, and applicant and grant assessment criteria. Due to workload constraints placed on the PCC because of marketing sub-contract reviews, this analysis will be conducted in the fall and brought before Council at that time for action. FISCAL IMPACT The 2003-04 budget for the PCC Grants-in-Aid Program, approved as part of the 2003-05 Financial Plan, is$101,300. ATTACHMENTS 1. Grants Assessment Criteria 2. APPLICANT CRITERIA 1. Applicant organization must have a clearly stated purpose and function and be responsible for the planning and provision of a cultural, social or recreational program. Acceptable recreational programs must qualify under Section 1(b)of Grant Criteria below. 2. Applicant must demonstrate that it has the managerial and fiscal competence to complete the proposed project. Repeat applicants must have a successful history of using prior grant funds. 3. The organization must have non-profit status as defined in Section 501C(3) of the Internal Revenue Code. 4. The organization must give evidence that it has pursued other sources of financial support and that it has examined and weighed the financial ability of the target population to support its program or event. 5. The organization must extend its program to the general public and may not exclude anyone by reason of race,religion, sex,national origin, sexual orientation, age,physical,mental or economic status. 6. The applicant organization must be willing to participate in an evaluation process as requested by the Promotional Coordinating Committee. 7. The applicant should be able to demonstrate coordination with related agencies and existing community resources. B. GRANT CRITERIA 1. Grant requests must be for programs or activities which meet one or both of the purposes below: a. Of local cultural benefit to the residents of the City of San Luis Obispo(e.g., determined by the event's popularity, its accessibility to residents, its affordability and its uniqueness in the community)or; b. Of tourism promotion advantage to the City of San Luis Obispo (e:g., determined by increases to the City's revenues,especially transient occupancy tax revenues). 2. Additional consideration will be given to events that occur during the "non-peak" tourism months of September through May.. 3. Additional consideration will be given to organizations requesting funds for a special celebration such as an anniversary or grand opening that will provide increased promotional opportunities. Additional consideration will be given to organizations requesting "seed money" for new events that will subsequently be self-supporting. A three to five year financial projection is required for this type of request. 5. Other types of City support, such as facility use or in-kind service, will be considered in the award process. 6. Demonstrated financial need of the organization will be considered in evaluating and awarding funds,although the potential promotional benefit of the request will be given higher consideration. 7. Past performance of the organization,regardless of financial need or potential proposal benefit,will be considered in awarding funds. 8. Grants will not be made for the following expenses: a. Office overhead or staff. b. Equipment. c. Rental of space. d. Scholarships or camperships. Applicants should be aware that there is no assurance that funding will be available to them in any fiscal year. CALL TO ORDER Chairperson Bob Griffin called the meeting to order at 5:00 p.m. with the following members present: George Newland, Diane Hunt Roberts, Kate Norton, Louise Justice, Debby Nicklas, and Wilda Rosene. Betsy Kiser served as staff. 2. GRANTS IN AID REVIEW AND COMMENT Diane Hunt Roberts, Chair of the GIA sub-committee presented the funding recommendations to the full PCC committee. Nineteen organizations were represented at the meeting and each spoke to the committee. Primarily, comments focused on how grateful and appreciative the organizations are for the support of the City. They all thanked the City for their continued promotion of arts and culture in our community.
