TO: Council Colleagues
FROM: Dave Romero, Mayor
SUBJECT: Communication Item—Clarification of City Codes Regarding Alcohol
Sales at Service Stations
I attended the Planning Commission meeting last week when the Costco proposal was discussed.
There was confusion about whether or not fuel sales would be allowed in light of prohibitions
under our code of concurrent fuel and alcohol sales at service stations. The Commission did not
make a decision because Costco requested a continuance of the public hearing until late
September.
I would like staff to review the situation and place on future agendas of the Planning
Commission and Council options for amendment of our local codes to clearly state what is a
service station, what is a warehouse-type retail store (or other related type of business) and what
constitutes a"concurrent" use.
