Subject: July 10, 2003 North County Water Resources Forum Meeting
A presentation regarding the Paso Robles Groundwater Basin Study was provided at the July 10,
2003 North County Water Resources Forum meeting. You may remember that the Phase 1
portion of that study was completed last year and essentially analyzed the current status of the
basin. The conclusions of the phase 1 study were that the basin is essentially in equilibrium but
that projected development in the County over the next 20 years will likely put the basin in
overdraft.
Phase 2 study services were initiated last year and are intended to create a model by which to
evaluate the effects of future actions and scenarios, such as changing land use, urban growth, and
changing agricultural practices, on the Paso Robles Groundwater Basin. At the meeting the
consultants,Fugro Engineers and ETIC Engineering, presented the results of Task 1 of the Phase
2 program. The intent of Task 1 is to compile all of the data from the Phase 1 study into a form
that can then be used to develop and implement a model. The data from the Phase 1 analysis,
which was actual measured in-field data, can be used to calibrate and check the model and
modeling runs.
All in all, the consultants appear to be doing an excellent job and the study and modeling of the
Paso Robles Groundwater Basin looks like it will be a very valuable tool in making future
decisions for the North County. If you have any questions regarding this meeting, please feel
free to call Utilities Director,John Moss.
