SLOCOG
For the past several years, SLOCOG has been coordinating County and City efforts to put into place a
computerized mapping program entitled PLACE 3S. It had been the hope of all that this powerful
mapping tool,which allows considerations of energy, economic, and environment alternatives on an
almost instant basis, would be available for the mandated update of housing elements for all cities this
fall. Due to the State's fiscal crisis, the critical third phase of the program has been delayed and funds
for the completion of this program will not be available until sometime in the future.
SLORTA:
The SLORTA Board approved the combination into two routes of the four transit routes currently
serving the north coastal areas. This will allow for much simpler schedules, eliminate a great deal of
rider confusion, and will require some revenue neutral adjustment of fares, both upward and
downward.
For many years, SLORTA has been responsible for providing dialysis transportation on a subcontract
basis for users throughout the County to and from the Dialysis Center in the City of San Luis Obispo.
In recent years that service has been provided by Ride-On (managed by Mark Schaffer). At the July
9t" meeting, staff presented a detailed analysis indicating that this service could be provided at a lesser
cost by Runabout, which is a county-operated paratransit service. Issues were brought up regarding
the accuracy of the analysis and the question of whether SLORTA should withdraw from a well-
functioning service (Ride-On) to an unproved Runabout service. The Board did not decide the issue
but asked staff to conduct further research so that a firm decision can be made within six months.
