I was quite motivated to come here tonight after hearing two of the guests on
the Dave Congleton radio show last week. The topic was the Damon Garcia
Sports Fields and the Prado Road Highway that is planned to run through it
creating a new intersection at Highway 227, The Circulation Element of the
SLO General Plan states that this road will become Highway 227 and a truck
route from the new intersection west to the freeway. It is my understanding
that a new State Highway intersection is not approved at the local Caltrans
District, but by the CTC, the California Transportation Commission. I
would like an answer to the following questions:
1. Which agency is planning this new proposed State Highway? The City
or State?
2. I have seen the City proposal, please provide me the State proposal or
their comments or initial studies pursuant to an EIR as required by CEQA.
3. The City paid for this land and when title reverts to the State for Highway
227 is the City going to be paid back?
4. Would State ownership and control of this land create any conflicts with
local City concerns, and aesthetic, noise, safety, and other environmental
factors.
5. Can you look at some of the circulation alternatives shown in the Airport-
Margarita Plan? I think they are environmentally friendlier.
