SUBJECT: MID-HIGUERA WIDENING—ENVIRONMENTAL SERVICES
REQUEST FOR PROPOSALS, SPECIFICATION NO. 90073B
CAO RECOMMENDATION
1. Approve the Request for Proposals for the Mid-Higuera Widening Project, Specification No.
90073B.
2. Authorize staff to advertise for proposals and authorize the CAO to award the contract if the
cost is within the estimated fee.
DISCUSSION
The City has been widening various portions of Higuera Street, south of the intersection with
Marsh Street, for several years. The section between Marsh and High streets is the last portion
of Higuera Street in this area that still needs widening. State and Federal grants have been
obtained to cover the cost of completing environmental work.
Community Development worked with area businesses and property owners to complete the
Mid-Higuera Street Enhancement Plan, which was adopted by the City Council. The plan calls
for this portion of Higuera Street to be widened to allow for four travel lanes, two bike lanes and
a median. Community Development also prepared, and the Council certified, the California
Environmental Quality Act (CEQA) document for the Plan including the widening between
Marsh and High. Although this CEQA document is completed, a separate document is needed to
satisfy the Federal requirements of the National Environmental Policy Act (NEPA) because the
project is partially funded by Federal Funds. The NEPA document will require the completion
of several specialized studies with review and approval by Caltrans. It will be necessary for staff
to contract with an environmental firm in order to complete the needed studies. Staff is unable to
use the existing on-call service contract because of the potential for the cost to exceed $100,000,
the limit for use of such contracts under Federal guidelines.
CONCURRENCES
The California Department of Transportation has reviewed the project area and outlined for staff
what technical reports will be needed for the NEPA clearance.
