SUBJECT: DONATIONS FOR PAINTING FIRE ENGINES
CAO RECOMMENDATION
1. In accordance with the Donation Policy, accept monetary donations from the community to
repaint the City's fleet of fire engines red; and
2. Authorize the CAO to enter into agreements with donors.
DISCUSSION
Last year, the City Council authorized the Fire Department to purchase a replacement fire engine
that was to be red in color. In addition, the Department received authorization to convert the
remaining fire engines to red.
There are a number of reasons why this conversion is important:
1. It would provide consistency with other departments so that future fire engines could be
purchased for a lesser amount by combining factory orders for discounts.
2. The Department was in the process of obtaining a used fire apparatus from the City of Los
Angeles. The color of this apparatus is red.
3. The sale of surplus red fire apparatus brings a much higher price than the current color. The
savings to the City could be$80,000.
To seek subsidy for this painting conversion, the Fire Department looked into various funding
sources. Staff estimated it would cost approximately $9,400 to paint each engine. Staff also
determined that seeking donations from local businesses might be an appropriate means of funding
the conversions. The goal is to find one donor for each engine.
In looking for donations, staff identified many businesses that expressed an interest in supporting
the fire engine conversions. In return for the donation, one 12" x 12" section of a right rear
compartment door will be designated per truck to express appreciation for the business(es)making
the donation. The lettering for this acknowledgment will be white in color and of the same letter
style currently used on all City Fire Department apparatus. The acknowledgement will stay on the
engine for one (1) year. Acknowledgement will also be provided on the Government Access
Channel for a period of one month. At no time will the City or Fire Department endorse a business
making a donation. The only acknowledgement will be an expression of appreciation for the actual
donation (in this case, funding). This type of donation/fundraising is prevalent in the fire service
and promotes good community involvement.

One potential donor has expressed an interest in holding a fundraising event one day in September
with all proceeds from the day going toward a repainting fund. This particular business has
committed to painting one fire engine regardless of the day's totals.
Once the donations are received, sufficient funds will be available to complete the conversion of all
of first line fire apparatus to the new standard red. The expected completion date is October 1,
2003.
FISCAL IlVIPACT
Because these are donations, there will be no fiscal impact to the City.
ALTERNATIVES
1. Seek funding through the General Fund, which is not recommended due to current tight
economic conditions.
2. Leave engines as they are,which is not recommended for reasons explained in the report.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
ADOPTING A CITY DONATION ACCEPTANCE POLICY
WHEREAS, individuals, community groups, and businesses may wish to make
donations to the City in either cash or in-kind contributions that enhance projects, facilities, and
programs; and
WHEREAS, the need for projects, facilities, and programs exceeds the City's ability to .
fund all such needed projects; and
WHEREAS, it is an acceptable and appropriate practice to accept donations, in order to
enhance City programs and/or facilities to provide a higher level of service to the public.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Luis
Obispo hereby adopts the following policy concerning the acceptance of donations:
1. The donation must have a purpose consistent with City goals and objectives
2. The City may decline any donation without comment or cause.
3. The donation will not be in conflict with any provision of the law.
4. The donation will be aesthetically acceptable to the City.

S. The donation will not add to the City's workload unless it provides a net benefit to the
City.
6. The donation will not bring hidden costs such as starting a program the City would be
unwilling to fund when the donation was exhausted.
7. The donation places no restriction on the City,unless agreed to by the City Council.
8. The donation shall become property of the City.
9. All donations will receive recognition appropriate to the level and nature of the donation
as determined by the City. For those of a capital nature, that may be in the form of
signage, marking, or naming. Any naming of Parks and Recreation facilities shall be
consistent with City policy on the naming of such facilities as.set forth in Resolution
8621 (1997 Series). Regardless of the recognition strategy selected, the intent shall be to
appropriately honor the donor for their contribution to the community. The appearance of
traditional commercial advertising shall be avoided.
10.Donations exceeding $5,000 shall be accepted through a written agreement consistent
with these guidelines and approved by the City Council. In-kind capital donations will be
subject to normal City review,permitting,inspection, and insurance requirements.
