CAO RECOMMENDATION
Authorize the Fire Department to accept a 1975 Seagrave Truck from the City of Los Angeles for
the amount of$1.00..
DISCUSSION
The City of San Luis Obispo Fire Department has one piece of apparatus that has the ability to
extend above 35 feet. This apparatus is known as the"Quint". It serves the purpose of providing an
aerial ladder at incidents. Just recently, it was used at the Railroad Square Fire to provide access to
the roof and put a water stream into the third floor stairway windows. There is no doubt that
without this capability the entire building would have burned down.
Because the"Quint"is a solitary piece of equipment,if it needs repairs,the Department lacks a back
up or reserve truck with an aerial ladder. (A previous reserve apparatus was irreparable and
susequently donated to Mexico.) Fortunately, the"Quint"has not broken down for long periods of
time, however, for the safety of the community and the firefighters, a back-up apparatus should be
available.
Acceptance of a back up "Seagrave" truck from the City of Los Angeles would allow the
Department to meet its needs in the short term. Even though this apparatus is over 25 years old, it
still meets safety requirements and is fully functional. Looking to the future, it is the Department's
intent to put the 1993 "Quint" into reserve when able and acquire another fire truck. At that time,
the 1975 Seagrave would go to surplus.
The Counties of Orange and Santa Barbara have approved such acquisitions and have found them
very beneficial. There are many other cities and counties that are willing to accept this truck should
the City of San Luis Obispo decline.
FISCAL IMPACT
The only cost to the City is $1.00 for the truck. There will be some training costs associated with
this acquisition but these costs will be absorbed by the current Department budget. As with all
apparatus, repairs may be necessary and will be an additional cost to the Department.

ALTERNATIVES
1. Do not accept the truck,in which case there will be no back-up apparatus.
2. Purchase a newer apparatus for between $100,000 to $500,000 depending on new, used,
type,year,and condition.

RULES, ELECTIONSAND INTERGOVERNMENTAL RELATIONS COMMITTEE REPORTrelative
to the sale of one salvaged 1975 Seagrave Truck apparatus to the City of San Luis Obispo for one
dollar.
Recommendations for Council action, pursuant to Motion (Miscikowski - Pacheco):
1. AUTHORIZE the sale of one salvaged 1975 Seagrave Truck apparatus.(Equipment No.
60328) to the City of San Luis Obispo for one dollar.
2. FIND that the sale and transfer of said surplus equipment fulfills a humanitarian purpose, is
of benefit to the City, and that the City is receiving adequate compensation for the
equipment.
3. REQUEST the City Attorney to expedite preparation of the appropriate documents to
effectuate the sale and transfer of the above identified surplus equipment at below market
value to the City of San Luis Obispo and to:notify the Councilmember of the 11`x' Council
District upon completion.
4. INSTRUCT the City Clerk to inform the City of San Luis Obispo that the equipment must be
claimed within 60 days from the date of Council approval, at which time it will revert to.the
City's surplus equipment pool for disposal by the Department of General Services. _
Fiscal Impact Statement: The Chief Legislative Analyst (CLA) has not completed a financial
analysis of this report.
Summary:
In its report dated July 16, 2003, the CLA states that the City of Los Angeles Fire Department
(LAFD) is currently replacing several of its old fire trucks, resulting in the availability of several
surplus salvage truck apparatuses. These apparatuses are no longer usable in the LAFD. The
Office of Council District 11 has received a request to donate a 1975 Seagrave Truck apparatus
(Equipment No. 60328) to the City of San Luis Obispo.
The CLA reports that the City of San Luis Obispo has worked closely with the LAFD over the years,
including emergency responses and support for large scale emergencies in the City of Los Angeles
(i.e. civil disturbance, earthquakes). Furthermore, the City of San Luis Obispo is a long-time
cooperator in the Fire Service Mutual Aid System in California.

The CLA further reports that donation of this unit is consistent with City efforts to support public
safety organizations throughout the nation. Based upon the criteria established in Ordinances Nos.
173801 and 174423, this organization is eligible to receive this donation and there are no other
unfilled requests waiting ahead of this organization for this type of equipment.
At its regular meeting held July 16, 2003, the Rules, Elections and Intergovernmental Relations
Committee considered this matter and recommended that Council approve the recommendations
contained with Motion (Miscikowski - Pacheco) relative to the sale of one salvaged 1975 Seagrave
Truck apparatus to the City of San Luis Obispo for one dollar. This matter is now submitted to
Council for its consideration.
