SUBJECT: ARCHEOLOGICAL SERVICES —DOWNTOWN PIPELINE
PROJECTS
CAO RECOMMENDATION
Approve additional funding for the completion of archeological monitoring for the downtown
pipeline projects.
DISCUSSION
Work is nearing completion on construction of the new pipelines in the downtown. Because the
project is occurring in the City's historical area, an archeologist has been providing monitoring
services during all digging. The archeologist has set up a local lab, and has been doing cleaning
and classification work on the items during times when they are not needed in the field.
The Council is no doubt familiar with the discovery of a cannon and partial cannon in the
waterline trench on Monterey Street east of Morro Street. At the time the cannon was
discovered, the archeologist for the project prepared a Cultural Resource Excavation Work Plan
for the work related to the cannon and the adjacent foundation structure and a cost estimate to
complete the extra work. Community Development approved the work plan and the archeologist
completed a detailed removal and documentation of the area.
FISCAL IMPACT
The cost estimate for the work plan was $30,000. Staff decided to delay requesting additional
funding to see if the existing budget would be adequate to cover the cannon/foundation work.
Total bills through the end of July have used 71% of the budget. The August bill, expected in
mid-September, is estimated to take the budget to 90%consumed. There is still monitoring work
to be completed, although the consultant has done a lot of the cleaning and classification work.
They will be starting the research phase as well, as the field work tapers off. At the time of this
Council meeting, both contractors working downtown should be close to completion. Based on
the current status of the account and the work left to be done, staff is expecting that the existing
budget will not be adequate to cover the additional work required due to the discovery of the
cannon and foundation on Monterey.
The cannon and foundation were discovered in the waterline trench, so staff has identified the
Water Distribution System Improvements account as the appropriate account to fund the
additional work.

These additional costs will impact delivery of anticipated projects for pipeline replacements in
the water fund. Projects would continue to be done in priority order with lowest priority projects
shifted to the next year.
