RECOMMENDATION
Appoint Jill M. Lemieux to fill an unexpired term beginning November 5, 2003 and expiring on
March 31, 2006.
DISCUSSION
A vacancy exists on the Parks and Recreation Commission due to the resignation of Dan
Buckshi. After interviewing, the Council Subcommittee for the Parks and Recreation
Commission is pleased to recommend the appointment of Jill M. Lemieux to fill an unexpired
term beginning November 5, 2003 and expiring on March 31, 2006.

1. Why do you want to serve on a City advisory body?
I have lived in San Luis Obispo for over 15 years and have dedicated myself to
organizations and causes that benefit the community. I feel I have had and will continue
to have wonderful experiences with local nonprofits, City Departments, schools and
private business leaders. My interest to become more involved with decisions that affect
San Luis Obispo City is a natural progression from my past experiences to my future
interest and caring for the community in which I live.
2. Why do you want to be a member of the Parks & Recreation Commission and what do you hope
to accomplish?
I believe in always being an active,positive participant in my community. I care about
the issues involving the City of San Luis Obispo Parks and Recreation Department
because people of all ages, socio-economic status, physical abilities and skit levels may
participate in numerous community events and programs that are offered through the
Parks and Recreation Department. I have benefited and seen others benefit from the
numerous opportunities the Parks and Recreation Department consistently offers. I feel
I may be able to offer a helpful and positive perspective in shaping the decisions that are
made for the community of San Luis Obispo.
I Have you ever attended a meeting of the Parks & Recreation Commission or another-City
advisory body? What observations did you make?
I have attended the City of San Luis Obispo Parks& Recreation Commission and City
Council meetings on a regular basis. I have a good understanding about the issues and
current projects affecting our community.
I currently participate in the Jack House Committee meetings as the minute taker and
general enthusiast of the beautiful and historic house and gardens. I have seen how
many positive things may be accomplished with enthusiastic& committed volunteers. -

4. What qualities, experience and expertise make you a good candidate for the Parks & Recreation
Commission?
I have been an active participant in over 40 community service projects in San Luis
Obispo County for the past 15 years. I have also worked closely with Parks and
Recreation Department on outdoor projects and programs for volunteer participation
within the past 5 years.
While starting my college career at Cal Poly back in 1988, my first job in San Luis
Obispo was as a camp counselor with the Parks and Recreation Department. Fourteen
years later I accepted the position of Interim Public Information Officer with the San
Luis Obispo Parks and Recreation Department. During this time I become very
interested and involved with several of the current program developments currently
being considered and completed.
5. In your view, what are some key issues in SLO relating to parks and recreation?
Some of the key issues I see relating to the Parks and Recreation Department is the
improvement plans for all the city parks, especially the Chinese Garden, Damon-Garcia
Sports Field, public art, the Ludwick Center and the importance of open communication
between community members and leaders.
I feel that communication with community members about what is taking place locally
is one of the most important issues any department faces. Some decisions are made that
do not necessarily mae please everyone, but if there is a mutualrespect and open
communication, changes and compromises are easier to accomplish.

Mayor Romero, Vice Mayor Mulholland and Council Member Schwartz have pointed out
minor spelling and typographical errors (which have been corrected) and requested revisions
to the Minutes as follows:
Minutes of September 23, 2003 special joint session with.the Planning Commission
regarding the Conservation &.Open Space Element:
Page 2: Action 1 b amended to read as follows:
ACTION: Moved by Ewan/Settle to: 1) Direct staff to: a) Update the existing policy
comparison chart to make easier the review of the draft for the public and Planning
Commission. b) At the earliest reasonable time, schedule a series of public and
Planning Commission workshops in a discussion format so that the public and the
Planning Commission have ample time to review the proposed draft, page by page if
necessary, prior to holding formal public hearings on the revised Conservation & Open
Space Element. c) Proceed to the formal public hearings only after the Planning
Commission has completed the Housing Element Update. 2) Direct staff to discuss
with the Planning Commission how they want to break down the work before
proceeding; motion carried 5:0.

Page 3: Mayor Romero's comments regarding relinquishment of State Highways 1 and 227:.
Mayor Romero didn't agree and expressed concern about liability, maintenance costs
and costs to study and provide increased capacity. He stated that he would prefer
to see Caltrans pay the costs to do the studies and improvements that will be
necessary in the future. He strongly opposed relinquishment, but voiced a desire to
assist with negotiations with Caltrans to work out differences.

Mayor Romero stepped down and Vice Mayor Mulholland presided over the meeting. The
Minutes have been revised to reflect the fact that the Vice Mayor opened and closed the floor
for public testimony.
Under public comments regarding the vesting tentative map at 1636 Woodland Drive, revise
the following summaries of statements made by members of the public:
Teresa Bruce, Pismo Beach resident,_representing the Romero family at 2057 Skylark,
voiced concern about the narrowness of Woodland Drive and requested that the road be
widened between Woodland Court and Skylark Lane to make it safer for increased
traffic. She offered three alternatives for consideration.
Richard Hendricks, 1643 Woodland Drive, also expressed concerns about traffic,
drainage, tree removals, and density, but noted that he would not like to see Woodland
Drive widened.
Richard Johnson, 2033 Skylark Lane,
said he shared the same concems expressed by the two previous speakers about the
narrowness of Woodland Drive.

Revise Council Member Schwartz's comments about the Woodland tentative tract map, as
follows:
Council Member Schwartz voiced concern about long-term maintenance of
underground tanking, an option for drainage. He indicated that a Homeowners
Association should be established and that it should be responsible for flood water
retention, whether it is in ponds or underground tanks., if . He
also stated a desire to see that the developer maintain the project area until there is a
full-fledged HOA to do so. Lastly, he suggested that proper signage, subject to the
approval of the Natural Resources Manager and maintained by theHomeowners
Association, be placed in the natural, open space areas to encourage preservation
and protection.
