Subject: Downtown Association Board of Directors Meeting, October 14, 2003
This was a fairly routine meeting covering a number of updates on projects and events ranging
from the status of the Copeland projects through the Council's resolution to limit construction in
the downtown during the holiday season. However, here are a couple of"issues" worthy of
particular note:
1. This year, Downtown staff will be issuing parking passes to residents on Brizzolara,
Nipomo and Dana Streets only, but will not permit parking or traffic on the streets in the
staging areas due to health and safety concerns. Alternate arrangements have been made
for these areas, including outside-of-area-parking and transport to and from residences;
2. The Board expressed pleasure that the ARC approved their Kiosk design and placements;
3. Albeit the Board has taken a position on accelerating the time schedules on City projects
in the downtown streets, there is still some grumbling—it is obvious that not everyone is
happy that so much work is happening with more to come;
4. Copeland's Court Street project has encountered a tenant need to have some type of
delivery "access" as well as a short-.time customer drop-off/pick-up space at the street
curb. Details were lacking at the meeting;but the issue does bring up the question of the
full impact of this project on neighbors vis-a-vis the value of curb parking spaces and
why wasn't this item included in the design analysis.
Tom Swem, a member of the City's Housing Task Force, made a presentation to the Board
summarizing the Task Force's work and pointing up some of the Task Force's recommendation_ s
that might have an impact on the downtown—particularly the recommendations dealing with
housing within the downtown district. The Board appointed four members to meet with Tom (a
former Board member), review the Task Force's report in more detail and determine if the DT
Board should take positions on those recommendations that, if adopted, would have an impact on
the downtown. Those Board members are: Dave Booker,Howard Carroll, Steve Potratz, and
Michael White.
