SUBJECT: SOUTHERN PACIFIC RAILROAD FREIGHT
WAREHOUSE REHABILITATION—PHASE 1,
SPECIFICATION NO. 90106
CAO RECOMMENDATIONS:
1. As recommended by the Architectural Review Commission, approve plans and
specifications for "SPRR Freight Warehouse Rehabilitation — Phase V, Specification
No. 90106
2. Authorize staff to advertise for bids and authorize the City Administrative Officer to
award the contract for Phase 1 if the lowest responsible bid is within the engineer's
estimate of$247,150
3. Appropriate $48,575 from the CIP reserve account to the project account to satisfy the
local match requirement for a Federal Transportation Enhancement Activities grant
DISCUSSION
On May 21, 2002 the Council approved a plan to rehabilitate and renovate the historic
Southern Pacific Railroad Freight Warehouse in three phases:
Phase 1 — Stabilization of the Foundation and Main Structure
Phase 2—Repair of Structural and Architectural Components
Phase 3 —Construction of Improvements to Prepare for Occupancy
When Phase 3 is eventually completed, the San Luis Obispo Railroad Museum will install
the tenant improvements needed to operate the building as a museum.
Plans and specifications for the Phase 1 have been completed and Public Works is ready
to advertise for bids on a construction contract.
CONCURRENCES
All three project phases have been approved by the Architectural Review Commission.
Community Development Department is prepared to issue a building permit to the
contractor awarded the project.

FISCAL IMPACT
This project was approved in the 1999-01 Financial Plan. (See pages 352-353 of
Appendix B to the 1999-01 Financial Plan.) There is an approved Federal Transportation
Enhancement Activities grant in the amount of $440,000 for this project. When the
project was first proposed, the project proponent believed that there was no need for a
local match, and consequently $440,000 was appropriated to the project budget. Since
then, Public Works has learned that, in fact, an 11.5 percent local match is required,
which means that fully leveraging the $440,000 Federal grant will require a $57,175
appropriation of local money. In March 2001 the Council appropriated $6,800 from the
unappropriated balance of the Capital Outlay Fund to the project budget, so an additional
$48,575 is needed. Public Works recommends appropriating this money from the CIP
reserve account, which currently has a balance of$259,100. Appropriating the $48,575
along with $8,259 for the Impact Fee for the Orcutt Median Landscaping project will
leave a future balance of$202,266 in the CIP reserve account.

Since recent building rehabilitation projects have encountered costly unknown and
unforeseen conditions during construction, the construction contingency was established
at 20 percent of the construction cost. If bids on the construction contract come in below
the cost estimate and contingencies do not exceed the amount allowed, there should be at
least $65,000 available for additional work. This additional work would be done via
Change Order so that the entire Federal TEA Grant would be used. Public Works is
recommending that this amount be targeted for possible design and repairs to roof and
truss components that are now included in Phase 2.

MINUTES: Minutes of November 18 and December 16, 2002. Amend or approve.
The minutes of November 180' were approved as written. Consideration of the minutes
for December 16'4 was continued to the next regular meeting.

1: Citywide. ARC 42-00; Review of the addition of the Hillside Development section
to the approved Community Design Guidelines; City of San Luis Obispo, applicant.

The item was continued without discussion.
2. 2903 Broad Street. ARC 109-02; Review of a new seven-unit residential
development; R-2-S zone; Dave Bolduan, applicant. (Phil Dunsmore)
The project was approved on a 5-0 vote after discussion that focused on project details
such as landscaping along Broad Street and window trim details. The Commission had
granted schematic approval to the project ata previous meeting and Commissioners
were pleased that the applicant had responded well to their previous direction. The
ARC approval was the final step for the project, which now has all of its City
entitlements.
3. 2064 Harris Street ARC 198-02; Review of a proposed duplex on a site with an
existing house, and demolition of a studio unit; R-2 zone; Jay Ferriol, applicant.

The item was continued at the request of the applicant who was unable to attend.
4. 1940 Santa Barbara Avenue. ARC 163-01; Review of plans to rehabilitate the
Southern Pacific Freight Warehouse for use as a railroad museum; PF-H zone;City

The Commission voted 5-0 to grant final approval to the proposed rehabilitation plan.
The building is on the City's Master List of Historic Resources and the project is

supported by the Cultural Heritage Committee. The ARC heard presentations from the
public Works Department and from the Railroad Museum, the organization that will
lease the building from the City. Discussion focused on new building elements such as
doors and windows that will be added to serve the new uses of the building, which
include a small layover facility for transit workers in addition to the museum.

SUBJECT: Review of plans to rehabilitate the Southern Pacific Freight Warehouse for
use as a railroad museum
The Architectural Review Commission, at its meeting of April 21, 2003, granted final
approval to your project, based on the following findings and subject to the following
conditions:
Fines
1. The project is architecturally compatible with the site and with buildings on
surrounding properties because it is a rehabilitation of an existing historic resource
and all new building components are designed consistent with the direction
contained in the Community Design Guidelines and the Railroad Historic District
Architectural Guidelines.
2. The project is exempt from Environmental Review because the Cultural Heritage
Committee has determined that it is consistent with the Secretary of the Interior's
Standards for the Rehabilitation of Historic Properties, and therefore qualifies for a
categorical exemption from the California Environmental Quality Act (CEQA
Guidelines; Section 15331 Historical Resource Restoration/Rehabilitation).

1. Lead paint and tar sand asphaltum identified on the project site shall be removed
by a licensed hazardous materials coordinator in a manner consistent with State
and local stattites and best management practices.
2. A lead abatement plan is required to be submitted to the Fire Department for
review and approval. The plan shall include measures to insure soil sampling
around the perimeter of the building's foundation after the lead based.paint on the
building is completely removed.

3. The project shall comply with all applicable requirements of the Air Pollution Control
District regarding asbestos abatement, including, but not limited to, a requirement
to submit an Asbestos Mitigation Plan prior to building permit issuance for the
project.
4. Any excavation of native soils undertaken during the project shall be monitored by
a qualified archeologist, in compliance with the City's Archeological Resource
Preservation Guidelines.
5. Fire sprinklers are required to be installed in the rehabilitated building. Coordination
between the fire sprinkler contractor, the project manager, and the Community
Develop ment'Director is imperative to insure that the sprinklers are installed without
damaging historic fabric or negatively effecting the aesthetics of the building. All
fire risers shall be located inside the building. The locations of the back-flow
prevention device and Fire Department connection (FDC) shall be determined to
the satisfaction of the Community Development Director prior to building permit
issuance for the project.
6. The project shall be executed in a manner consistent with the Secretary of the
Interior's Standards and no new features shall be introduced, such as coach
windows, that would convey a false sense of historic purpose. New features shall
be limited to items necessary for the approved rehabilitation project.
7. Any tables or benches proposed outside of the driver's lounge shall be'in character
with the freight warehouse building, to the approval of the Community Development
Director.
8. The areas bordering the freight warehouse shall be landscaped with utilitarian,
period landscaping (drought tolerant plants, crushed gravel, etc), consistent, with,
how the area would have been treated during the period of significance.
9. The platform railing and any exterior light fixtures shall be designed to be consistent
with the Railroad District Plan Architectural Guidelines_ , to the approval of the
Community Development Director.
The decision of the Commission is final unless appealed to the City Council within 10
days of the action.
