SUBJECT: COUNCIL LIAISON SUBCOMMITTEE ASSIGNMENTS 2004
RECOMMENDATIONS:
Approve Council Liaison Subcommittee assignments for calendar year 2004 as listed in
Attachment 1.
DISCUSSION
Council Policies and Procedures and the Advisory Body Handbook prescribe the method of
Council Liaison Subcommittee assignments:
The Mayor and Vice Mayor shall submit recommendations to the full
Council rotating nominations for Council Member Subcommittees, thereby
ensuring an opportunity for each member to serve as liaison at least once on
each advisory body when possible. When terms of office do not allow each
member to serve once, members with greatest seniority shall have first right
of selection (CP&P 6.5.2, ABH III, C, 6).
As in past practice, we have not recommended automatic rotation for all technical and regional
committees, allowing continuity where appropriate as well as permitting Council Members to
develop a higher level of expertise for some of the more complex committees.
After receiving a list of preferences from all Council Members and reviewing the past several
years' appointments, Mayor Romero and Vice Mayor Elect Schwartz recommend the Council
Liaison Subcommittee.assignments as outlined in Attachment 1.

SUBJECT: APPOINTMENT OF NEW MEMBER TO BOARD OF
DIRECTORS
CAO RECOMMENDATION
Approve appointment of Ellen Henry to Downtown Association Board of Directors to complete
unexpired term of resigning Board member Mark Jorgeson.
DISCUSSION
The Downtown Association is governed by an 11-member Board of Directors. According to the
Association's bylaws, Directors must be either owners or managers of businesses in the
Downtown Association district. One of the current members of the Board, Mark Jorgeson, who
was elected in April, 2003, has submitted his letter of resignation from the Board as he is retiring
and will no longer be conducting business within the Association boundaries as of 1 December
2003.
In this case, the bylaws provide that the seat may be filled by appointment of another eligible
person to complete the remainder of the term. The term expires on March 30, 2004.
The Executive Committee of the Board of Directors, serving as an ad hoc appointment
committee, reviewed a potential list of appointees. Ellen Henry, owner of Takken's, a
Downtown Association member, was invited to fill the seat and she accepted. Henry is a current
member of the Promotions Committee and has been instrumental in developing the West End
concept.
The Board of Directors approved this appointment at its 12 November, 2003 meeting.

securities business after 29 years and will no longer qualify as a Board Member working within the districts
