Environmental Determination. The City Council finds and determines that the project's Mitigated Negative Declaration adequately addresses the potential .significant environmental impacts of the proposed map amendment to the Zoning Regulations, and reflects the independent judgment of the City Council. The Council hereby adopts said Mitigated Negative Declaration. SECTION 2. Findings. The City Council makes the following findings: 1. The City Council finds and determines that the project's mitigated Negative Declaration adequately addresses the potential significant environmental impacts of the proposed project, and reflects the independent judgment of the Commission. 2. The proposed rezoning is consistent with General Plan Land Use Element policies regarding Residential zoning, which place a priority on preserving residential uses and maximizing the development potential of infill sites. Additionally the General Plan Land Use Element encourages the development of High Density Residential uses within close proximity of Cal Poly. 3. The proposed rezoning of the site to R-4 will not significantly impact the neighborhoods availability of a neighborhood convenient center since the property already contains residential development and another neighborhood commercial center is located less than 500 feet away. C3 { - MO0 Ordinance No.(20C*Series) GP/R 94-03 Page 2 4. The existing property is not conducive to commercial development since the site is too small to accommodate a commercial use and parking and the site is surrounded by high- density residential property. SECTION 3. Action. The Zoning Regulations Map Amendment (GP/R 94-03), as depicted on attached Exhibit A, is hereby approved. SECTION 4. A summary of this ordinance, together with the names of Council members voting for and against, shall be published at least five (5) days prior to its final passage, in the Telegram-Tribune, a newspaper published and circulated in this City.
