PUBLIC COMMENTS ON AGENDA ITEMS: You may address the Council on any item described in this agenda by
completing a speaker slip and giving it to the City Clerk prior to the meeting. The Mayor will open the floor to and invite
public comments before the Council takes action on each item. (Gov. Code Sec. 54954.3(a)). Your speaking time is
limited to three(3)minutes. (CC&P Sec.1.3.7).
BUSINESS ITEM
1. NACIMIENTO WATER SUPPLY PROJECT PARTICIPATION.
(MOSS/HENDERSON/GILMORE/S. BAASCH/MUNDS)
RECOMMENDATION: 1) Review and discuss policy and fiscal impacts regarding the
City's possible participation in the Nacimiento Pipeline Project, and direct staff to return
to Council on March 9 h with recommended policy language to support Council's
direction relative to the project. 2) Direct staff to express the City's support for a hybrid
cost allocation methodology for the project to the extent that it makes overall economic
sense and will support increased participation in the project.
ACTION. 1) Direction provided to staff to bring back policy language regarding
siltation, reliability, and multiple water sources. 2) Council agreed to continue
participation in the project at the 3,380 acre feet per year level. 3) Direction
provided to support a hybrid cost allocation methodology. (4:1, Mulholland)
