SUBJECT: FINAL ADOPTION OF ORDINANCE NO. 1445 (2004 SERIES), REZONING
PROPERTY AT 215 BRIDGE STREET FROM CONSERVATION/OPEN
SPACE (C/OS-5) TO MANUFACTURING (M) AND CONSERVATION/OPEN
SPACE (C/OS-5). CITY FILE#: GP/R/ER 64-03

Adopt Ordinance No. 1445 on second reading.
DISCUSSION
Situation
On February 3, 2004, the City Council voted 4 to 1 to introduce Ordinance No. 1445 to print,
approving the clean-up rezoning that implements the land use designation for the property as
identified in the General Plan Land Use Element Map. Ordinance No. 1445 is now ready for final
passage. The new zoning designation will become effective 30 days after its final passage.
Final passage of Ordinance No. 1445 (2004 Series) will amend the zoning map to change the
zoning for a portion of the existing parcel at 215 Bridge Street from C/OS-5 to M, consistent
with the General Plan Map. The property above the 175-foot elevation contour will remain
within the C/OS-5 zone. City file#: GP/R/ER 64-03.
Significant Impacts
No significant fiscal or environmental impacts are anticipated with the re-zoning of the property.
The rezoning is not subject to environmental review as it is a map correction to allow consistency
with the General Plan map.
Consequences of Not Taking the Recommended Action
If the Council does not give final passage to the ordinance, the zoning designations of the
properties would remain as is, until alternative zoning designations are approved. Failure to act
will result in the zoning of the property being out of compliance with the City's General Plan.

ORDINANCE NO. 1445 (2004 Series)
AN ORDINANCE OF THE CITY OF SAN LUIS OBISPO AMENDING
THE CITY ZONING MAP FOR PROPERTY AT 215 BRIDGE STREET
BELOW THE 175 FOOT CONTOUR FROM CONSERVATION OPEN SPACE
(C/OS 5)TO MANUFACTURING (M) -GPIR/ER 64-03
WHEREAS, the City Council conducted a public hearing on December 2, 2003 and has
considered testimony of interested parties, the records of the Planning Commission hearing and
action, and the evaluation and recommendation of staff; and
WHEREAS, the City Council finds that the proposed rezoning is consistent with the
General Plan, the purposes of the Zoning Regulations, and other applicable City ordinances; and
WHEREAS, the change brings the City's Zoning Map into conformity with the General
Plan Land Use Element.Map which received full environmental review in accordance with the
California Environmental Quality Act and is therefore exempt from additional environmental
review; and
BE IT ORDAINED by the Council of the City of San Luis Obispo as follows:
SECTION 1. Findings. The City Council makes the following findings:
1. The amendment of the Zoning Map will bring the map into conformity with the General
Plan Map and allow the property to be developed with manufacturing uses similar to
adjacent properties.
2. The amendment will change the existing Open Space (C/OS-5) zoning to Manufacturing
(M) for all portions of the property below the 175-foot contour consistent with adjacent
properties.
SECTION 2. The Zoning Regulations Map is hereby amended as shown on attached
Exhibit A from C/OS-5 to M below the 175' contour.
SECTION 3. A summary of this ordinance, together with the names of Council members
voting for and against, shall be published at least five (5) days prior to its final passage,in the
Telegram-Tribune, a newspaper published and circulated in this City. This ordinance shall
go into effect at the expiration of thirty (30) days after its final passage.
INTRODUCED on the 3rd day of February 2004, AND FINALLY ADOPTED by the
Council of the City of San Luis Obispo on the _ day of , 2004, on the following roll
