SLOCOG's meeting had a couple of high points. The first was Director Ron DiCarli's report which suggested that recent budget discussions in Sacramento are hinting that "transportation"may get back all(most)of the fiords that were originally proposed to be transferred to the General Fund. The"May Revise"proposes to restore$1.9b as compared to the January proposed budget. Our Caltrans District Director was very happy about the prospect that all 462 staff openings(Statewide)will now re-open. All ofthis is characterized as"a complete reversal of administration policy as it relates to transportation fimding." The second major discussion amongst Board members also sprang out of Ron's report when he noted the revisions made to the Department of Finance's population projections. As you know all too well,HCD's housing allocations which our city and our entire COG contested so bitterly last year were based on DOF's population projections. DOF's original projections for SLO County were 249000 and 323,100 for the years 2000 and 2010 respectively. The new projections are now shown as 248,327 and 277,437 for 2000 and 2010 respectively. For the year 2010,the difference is 45,663. WOW! Staff was not recommending any action,but the Board thought otherwise. The Board directed staff to draft a letter to the Governor(not HCD or DOF)drawing his attention to this foul-up,the impact on local governments by this type of foul-up, and suggesting that some stronger executive oversight is needed over these State departments. Senator Dunn's S744 was also brought up and staff was also directed to forward a strong letter of protest to Dunn and the Legislature. SLOCOG continues to search for appropriate real property for new offices. Happily, those who thought cheaper land on the outskirts—or even in another cominunity,—saw the light of maintaining COG's presence in the center of SLO.
