AGREEMENT - WATER REUSE MATERIALS TESTING AND
INSPECTION SERVICES
CAO RECOMMENDATION:
Approve Amendment No. 1 to the agreement with Fugro West, Inc., to complete the remaining
materials testing and inspection services for the Water Reuse Project, cost not to exceed$32,000..
DISCUSSION:
The City of San Luis Obispo has an existing agreement with Fugro West, Inc. (Fugro) for
materials testing services in the amount of $84,000 for the Water Reuse Project. Materials
testing services consisting of field compaction testing, concrete testing and sampling, and
laboratory materials are needed to meet construction and engineering specifications.
During the course of construction, two issues arose which required an increased scope of work
for Fugro. The first issue was an increase in geotechnical testing and inspection for pipeline
construction on Broad Street in the Caltrans right-of-way. This work was performed under the
direction of a Caltrans inspector and under Caltrans' permit conditions. The scope of testing
required by the Caltrans inspector was significantly more than could have been anticipated at the
time the original agreement with Fugro was drafted. The second issue which required an
increased scope was related to Water Reclamation Facility improvements for the Water Reuse
Project. Additional testing was required related to unforeseen subsurface conditions and
additional dewatering activities and grouting operations which were not,part of the original scope
of work.
FISCAL IMPACT:
The amount of this amendment is $32,000 and is proposed to be funded from the Water Reuse
Project construction phase contingency funds (500.55900.99124.55909124.90553). Currently,
$977,425 is available for funding this and other related construction contingencies. The revised
total compensation will be $116,000.

AMENDMENT No. 1 TO AGREEMENT
THIS AMENDMENT TO AGREEMENT is made and entered in the City of San Luis Obispo on
by and between the CITY OF SAN LUIS OBISPO, a municipal corporation,herein after
referred to as City,and Fugro West,Inc.,hereinafter referred to as Contractor.
WITNESSETH:
WHEREAS, on September 17, 2003 the City entered into an Agreement with Contractor for materials
testing services related to the Water Reuse Project;and
WHEREAS, the City desires to amend the scope of services to include additional testing and inspection
services as required by Caltrans and Water Reclamation Facility construction conditions and Contractor has
submitted a proposal for this purpose that is acceptable to the City.
NOW THEREFORE, in consideration of their mutual promises, obligations and covenants hereinafter
contained,the parties hereto agree as follows:
1. The scope of services is hereby amended as set forth in Exhibit A attached hereto. Compensation
is increased by$32,000,total not to exceed$116,000.
2. All other terms and conditions of the Agreement remain in full force and effect.

Subject: Request for Additional Services, Water Reuse Project, San Luis Obispo, California
Dear Ms. DiSimone:
Fugro is providing construction observation and materials testing services for the Water
Reuse Project in San Luis Obispo, California. Our services are being provided as authorized by
our contract with the City, Water Reuse Project-Materials Testing Services, Specification No.
99124.905538, in the amount of$84,000. These services have covered both the pipeline (our
Task 1) and treatment plant work (our Task 2). In addition, we were requested and provided
unanticipated services associated with consultation and observation services regarding the
sump pit settlement and grouting for the treatment plant (our Task 3). We have expended our
authorized contract amount, and are requesting authorization for additional services. The main
additional services that we are requesting include:
1. Concrete testing for the treatment plant improvements, and pullout testing of grouted
rebar. We do not anticipate providing any further concrete testing for the project.
2. Consultation and grouting inspection for the sump pit excavation, as discussed in our
March 8, 2004 letter.
3. Night and daytime work to replace the upper 5 feet of the trench and perform field
compaction testing and materials testing for paving along the Broad Street (Caltrans)
segment.
4. We understand from Tetra Tech that the revised contractors schedule for the
treatment facilities extends into January 2005 (approximately 6 months from now).
The remaining work at the plant will consist of compaction testing and foundation
observation. Foundation observation and compaction testing will be needed for
Chemical Aqua Ammonia Station. Compaction testing will also be needed for the
backfilling of the storage reservoir and new chlorine contact tanks, paving
approximately 1,000 feet of driveway, backfilling various deep storm drains and
piping, and intermittent site visits to performing compaction testing during backfilling
of various site utilities and structures.
5. Laboratory testing to support the field compaction testing and assess select
materials for compliance with specifications.
