SUBJECT: GRANT APPLICATION SUBMITTALS FOR POLICE SERVICES
CAO RECOMMENDATIONS
1. Authorize staff to submit a grant application to the Federal Bureau of Justice Assistance for a
2004 Local Law Enforcement Block Grant in the amount of$9,800, which will require City
matching funds in the amount of$1,089.
2. Authorize staff to submit a grant application to the State of California Board of Corrections
for a 2004 Juvenile Accountability Incentive Block Grant in the amount of $6,167, which
will require City matching funds in the amount of$685.
3. Authorize the Chief of Police to execute all grant related documents..
DISCUSSION
Per the City's Grant Management Policy, staff requests approval from the City Council to submit
the following grant applications:
Local Law Enforcement Block Grant (LLEBG) —The LLEBG program-funding allocation for
fiscal year 2004 is $115 million, with funds intended for programs and equipment to reduce
crime and improve public safety. The City of San Luis Obispo Police Department (SLOPD) is
eligible for an award in the amount of $9,800. This award will require City matching funds in
the amount of $1,089 which, based on the grant requirements, will need to come from existing
City resources outside of the Police Department's budget.
Following the grant application submittal, police staff will develop and recommend the 1.1 G
expenditure plan to the LLEBG advisory committee (comprised of community leaders) for
concurrence. Thereafter, staff will return to Council during a public hearing for adoption of a
resolution to formally accept grant funding and for approval of the 2004 LLEBG expenditure
plan.
Juvenile Accountability Incentive Block Grant (JAIBG) — The JAIBG program-funding
allocation for fiscal year 2004 is $10 million; with funding for the stated purpose of promoting
greater accountability of juveniles in the juvenile justice system. SLOPD is eligible for an award
in the amount of$6,167. This grant award requires City matching funds in the amount of$685,
which is available within the current Police Department budget. This funding combined with
City budgeted funds supports the SLOPD Juvenile Diversion Program that serves first-offender

juveniles, and at-risk and high-risk youth in our community. Staff will return to Council for
adoption of a resolution and award acceptance.
FISCAL IMPACT
There is no fiscal impact at this time.
There will be a future fiscal impact, in the form of City matching funds, in the amount of$1,089
upon acceptance of the pending LLEBG award. This action will be scheduled for a public
hearing in the future.
ALTERNATIVES
Do not submit grant application(s) - for LLEBG and/or JAIBG funding. Staff does not
recommend this alternative as these are funding opportunities that support the Police Department
goals, consistent with City goals and objectives.
