SUBJECT: Communication Item—Meeting with Corps of Engineers regarding Salinas
Dam
On July 28"', City and County staff met with Brigadier General Joseph Schroedel and his staff to
tour the Salinas Dam as a preliminary step to relinquishment of the Dam to local ownership.
General Schroedel is the Commander and Division Engineer of the ten western states. During
our tour, I spent the better part of two hours with him discussing the Dam and the Corps'
operation and mission in this area. I was extremely impressed with General Schroedel, who was
very positive in his plans for improving the Corps operation and its image in local communities.
General Shroedel felt that the condition of the Salinas Dam was exception, with minimal risk of
failure for whoever owns it. He congratulated the County personnel for the level of maintenance
they have conducted over many years. We discussed the probability that the County would
accept the dam were it relinquished to local ownership. Gary Henderson and I emphasized that
the City is not currently pursuing installing the spillway gates so as to use the dam in the future
as a supplemental water supply. Since we are heavily financially involved in the Nacimiento
supply, we would have little or no funds available to pay for studies required prior to
relinquishment. General Schroedel indicated that the Corps would pursue further action with the
relinquishing process.
I also had an opportunity to discuss with General Schroedel the City's frustration with the Corps
regulatory process on waterways permits. I gave Colonel Turk of his staff copies of my
correspondence with Lois Capps and Bill Thomas (and Lois Capp's follow-through with the
Corp) in an attempt to obtain timely Corps review for our Waterways Management Plan, which
the City and County adopted over a year ago. Both high-ranking officials indicated that they
would follow through. I was encouraged by General Schroedel's quick grasp of the implications
of our local issues and his stated intention to improve the process as rapidly as possible.

Sir, I enjoyed meeting you and discussing the way ahead for the transfer of LERK
the Salinas Dam. Just wanted to let you know I have already given my staff
directions to seize the opportunity to get moving on the transfer. My POC
is Mr. Dennis Drennan. He will actively lead the effort along with our LA
District. I told Dennis I am looking forward to meeting you at the Dam
again within the next several months to officially seal this action. First
priority of course is identifying what really must be done, cost for doing
it, and source of funds. I'm looking forward to a great team effort to make
this happen soon. Again, thanks for meeting me at the Dam - I thoroughly
