Hend rson, Water Division Manager SUBJECT: WATER TREATMENT PLANT MASTER PLAN IMPROVEMENTS CAO RECOMMENDATION 1. Approve the project components recommended for inclusion in the final design of improvements for the Water Treatment Plant Improvement Project. 2. Approve the concept for negotiation and procurement of the Actiflo system with Kruger Inc. and direct staff to proceed with negotiations. 3. Approve Amendment No. 3 to the contract with Black and Veatch for Phase 11 services for the design of the recommended improvements at the Water Treatment Plant for an additional amount not to exceed $455,996. 4. Approve the transfer of$167,967 from the construction budget to the design budget to fund the work scope. DISCUSSION The City of San Luis Obispo has retained Black and Veatch Corporation for the evaluation and design work necessary to implement recommendations of the Water System Master Plan for improvements at the Water Treatment. Plant (WTP). Based on additional design efforts associated with the Project, as discussed in detail later in the report, staff is requesting an amendment to the design contract with Black and Veatch to provide the additional scope of services. On November 18, 2003, the City Council considered the recommendations in the Preliminary Design Report for the Water Treatment Plant Master Plan Improvements. The Council approved the recommended improvements at the plant to increase operational flexibility and enhance treatment capabilities. A component of the approved scope of services with Black and Veatch was an evaluation of a new sedimentation process called "Actiflo". Actiflo Process Actiflo is a high flow rate, compact clarification process that uses sand to enhance the settling process. The sand allows the Actiflo process to produce high quality settled water in significantly less time than the current conventional clarifier. In addition, the footprint of the Actiflo process is typically 5 to 20 times smaller than a conventional clarifier. L'�— ' i Water Treatment Plant Master Plan Improvements Page 2 The City currently has a limitation at our water treatment plant based on the current sedimentation process. The capacity of the existing sedimentation basin is rated at 8.0 million gallons per day (mgd) while the total plant capacity is 16 mgd. To achieve the total 16.0 mgd capacity, water from Whale Rock by-passes the sedimentation process and goes directly to the filters. This process is referred to as "direct filtration" and is only allowed for high quality water with low turbidities such as the water we receive from Whale Rock. On February 17, 2004, the City Council approved Amendment No. 2 to the contract with Black and Veatch to conduct the pilot plant study of the Actiflo process at the WTP. Kruger, Inc. provided the trailer mounted small scale pilot Actiflo system which was delivered in early March of 2004. The pilot facilities were operated from March 10`}' through April 15`h, 2004. This provided actual testing of the process utilizing the City's available raw water sources (Salinas, Whale Rock, and a blend of the two sources). Actiflo Pilot Test Results The primary objective of the pilot test was to determine if Actiflo would be an acceptable alternative to the existing conventional sedimentation/direct filtration treatment process. Based on the results of the pilot plant study, the Actiflo process would be capable of providing reliable pretreatment for the full 16.0 mgd plant capacity, with very low space requirements. This will provide full conventional treatment for our current raw water sources as well as the future Nacimiento water supply. Based on this analysis and the limited space available for construction of a second conventional clarifier, staff would recommend that the Actiflo process be included in the current design plans for the upgrades at the WTP. Procurement of the Actiflo System The Actiflo system is a proprietary system which is only available from Kruger, Inc. which now owns the product rights. The Actiflo system will be designed specifically to meet our water treatment plant site constraints. The system will be designed to be installed within the existing flocculation basins (two separate basins). Since other site improvements (piping, electrical, sludge handling, etc.) must be designed to meet the final design of the Actiflo system, a contract for design and purchase of the Actiflo system needs to be done ahead of the project bidding. As such, staff would recommend that the City, with the assistance of Black and Veatch, negotiate a contract with Kruger for the design and purchase of the system concurrent with the other design work to provide the detailed information to insure proper design of the other related facilities. The City would then have the option of delivering .the Actiflo equipment to the construction contractor as "City-famished" equipment, or alternatively, could assign the procurement contract to the construction contractor at the time of award of that contract. Additional Design Improvements The current contract with Black and Veatch included additional work associated with items identified under Task 810 of the detailed scope of work which included items B & C on the following list. These items required additional evaluation to determine the design costs for inclusion in the project. The Council had authorized the Utilities Director to approve additional V dl Water Treatment Plant Master Pian Improvements Page compensation for an amount not to exceed $53,029 for this work. These funds have not been authorized and are available to partially fund the revised scope of work which includes the following design components: A. Actiflo system related components and negotiations/procurement of the system from Kruger. B. HVAC improvements for the Filter Building, Chemical Building, and the Ozone Building. C. Chlorine sampling system improvements. D. Modify emergency power system to allow additional plant loads to be fed from the emergency generator in the event of a power outage. E. Replace fluoride feed system to provide more reliable and safe operation of the system. F. Design replacement of wash water reclamation pumps, motors and valves. G. Upgrade plant-wide control network including software,hardware, and cabling. H. Nacimiento raw water pipeline and modifications to inlet control facilities for raw water supplies. Item H. above relative to the Nacimiento Project was included following Council's decision to participate in the Nacimiento Project. The Nacimiento Project pipeline is planned to terminate at Stenner Creek Road at the access road leading into the WTP. The current WTP Improvement Project includes installation of pipelines within this section of access road and into the WTP site. Following the pipeline installations, the roadway would be reconstructed and new paving installed. Staff would recommend that the additional pipeline necessary to receive Nacimiento water be installed at this time to reduce construction costs and eliminate future trenching of the new roadway surface. This pipeline would be the City's responsibility to install even if done in conjunction with the Nacimiento Project, as it is considered the City's service line. Summary The implementation of the recommended improvements identified in this report will ensure that the City's Water Treatment Plant will continue to provide safe and reliable water supplies to meet the City's demands well into the future. FISCAL IMPACT The Capital Improvement Project request for the Water Treatment Plant Master Plan Implementation was revised as part of the Approved 2004-05 Budget, Page E-5 through E-8. The financial plan request estimated an additional $235,000 for the additional design for the project. In addition to the $235,000, there is the previous authorized encumbrance of $53,029 f+- 3 J Water Treatment Plant Master Plan Improvements Page 4 available to fund the amendment to the contract for a total of$288,029. The cost associated with Amendment No. 3 to the contract with Black and Veatch for Phase II of the project is $455,996. The additional funds ($167,967) necessary to support this amendment are available in the construction phase budget which is included in the approved budget for fiscal year 2004/05. If required, additional funding for construction will be requested following the design phase and costs are more clearly defined. ALTERNATIVES 1. Modify Work Scope of the Project. Staff believes that the proposed project scope will provide the proper facilities to ensure that the City can meet water quality standards into the future and provide reliable water service to the community. Alternative projects and treatment processes have been considered and technically rejected as part of this first phase of construction. ATTACHMENTS 1. WITNESSETH: WHEREAS, on February 26, 2003 the City entered into an Agreement with Consultant for preparation of the preliminary design report.for the Water Treatment Improvement Project,Specification 90225;and WHEREAS,on November 24,2003 the City entered into an Agreement with Consultant for preparation of the final plans and specifications for the Water Treatment Improvement Project;and WHEREAS,the City desires to amend the scope of services to include deign of additional improvements at the Water Treatment Plant and Contractor has submitted a proposal for this purpose that is acceptable to the City. NOW THEREFORE, in consideration of their mutual promises, obligations and covenants hereinafter contained,the parties hereto agree as follows: 1. Consultant's obligations are amended according to the following "Scope of Work" and "Schedule" section. The City's obligations are amended according to the"Compensation" section at the end of this amendment. All other terms and conditions of the original contract apply. SCOPE OF WORK Add the following new tasks to the original scope of work. Task 550 WTP Detailed Design—Actifloo System Task 560 WTP Detailed Design — Nacimiento Water Project Interconnection Pipeline Task 810 WTP Detailed Design—Other Plant Improvements Task 550 —WTP Detailed Design—Actifloo System This task and list of deliverables described below are for design and preparation of contract documents for the construction of the Actiflo® system at the existing WTP. This work will be integrated with the contract documents being prepared for the WTP improvements so that there will be a single construction contract for all of the plant work- Summary orkSummary of Project Requirements The City's water treatment plant currently operates with all flow going through the conventional sedimentation basin whenever possible for improved filter performance. To achieve full capacity at 16 mgd, additional clarification capacity is needed. The site can not easily accommodate another conventional-type clarifier, so other space-saving processes have been studied. Ballasted flocculation, a.k.a. Actiflo®, by Kruger, was identified as the most feasible and reliable clarification process for the City. One of the main benefits of the Actifloo system is it can be installed within existing infrastructure on-site. 1 �� f City of San Luis Obispo EXE TT A WTP Improvement Project B&V Project 132365 Contract Amendment No. 3 October 5, 2004 The existing WTP has two flocculation trains, each with a capacity of 8 mgd. The flocculation basins are each 66 feet long by 20 feet wide by 15 feet deep. An 8 mgd Actiflo® train consisting of coagulation, flocculation, and settling tanks and a conservative sedimentation basin loading rate of 20 gpm/sf would have overall dimensions of approximately 48 feet long by 20 feet wide by 15 feet deep. Based on the Actiflo® supplier's conceptual review, two 8 mgd Actiflo® trains could be retrofitted into the existing flocculation basins to provide 16 mgd of total pretreatment capacity without major structural modifications. For sludge handling, the existing clarifier could be converted for use as a sludge thickener to concentrate the Actiflo® waste stream prior to discharge to the existing sludge ponds, or an alternative means of handling sludge could be investigated. Aside from various pipeline connections and electrical panel installations,no construction would be required outside of the existing flocculation basins. Phased construction of the Actiflo®system is feasible,requiring minimal,if any,shutdowns of the plant. In this approach, the first 8 mgd Actiflo® train would be installed when the water demand is below 8 mgd, and while the WTP operates using a single flocculation train; the second Actiflo® train would be installed after the first new Actiflo® train is in operation. Due to its high treatment flexibility, each Actiflo®train is expected to be able to handle a maximum hydraulic flow up to 150%of design capacity(12 mgd per train), should one Actiflo® train be out of service. There are significant benefits to implementing these pretreatment improvements prior to the anticipated increases in water demands. The following table snmmari�� preliminary conceptual design and operational parameters for the proposed 16 mgd Actiflo® system, and the US Filter drawing (Attachment 1) presents a preliminary layout of an Actiflo® system installed in the existing flocculation basins. Note that it will be necessary to have Kruger revise the conceptual design to conform to the findings of the pilot study. This is recommended by Consultant because the Actiflo"Design Package"(the manufacturer's equipment design and shop drawing information) is needed by Consultant in order to complete the design and specifications for the equipment installation work to be performed by the general contractor. As pre-purchased equipment, the City then has the option of delivering the equipment to the general contractor as "City-furnished equipment," or alternatively,the equipment pre- purchase contract could later be assigned to the successful general contractor. For the Actiflo®equipment procurement,the following subtasks are envisioned: ■ Revise Conceptual Design. It will be necessary for Kruger to revise the conceptual design to conform to the findings of the pilot study. Consultant will recommend the desired design revisions for review and concurrence by Kruger and the City. Kruger maintains a set of standard technical specifications for its equipment. Consultant will recommend proposed modifications to the standard equipment specifications for City concurrence, and assist the City in subsequent negotiations with Kruger. ■ Negotiate Commercial Terms and Conditions. Kruger maintains a set of standard terms and conditions for the sale of its equipment. Consultant will recommend proposed modifications to the standard terms and conditions for City concurrence, and assist the City in subsequent negotiations with Kruger. • Negotiate Contract Price and Schedule. Following the above, Consultant will assist the City negotiate the contract price and schedule for pre-purchase of the Actiflo® equipment. Actiflo®System Procurement Administration Consultant will assist the City with engineering services associated with administration of the Actiflo® procurement contract. The City will act as the primary contact with Kruger and will administer the procurement contract, including document control. Consultant will assist the City with the following activities: ■ Submittal reviews; • Respond to requests for information(BFI's); ■ Attending review meetings(as-needed;3 meetings budgeted); • Review the engineering aspects of any change orders; and • Issue design clarifications. 550.2 50% Design Submittal Based on information and data contained in the Actiflo® Design Package to be famished by Kruger,perform additional design evaluations, and then develop the design and details associated with installation of the Actiflo® equipment system at the WTP. Develop the related contract drawings and technical specifications to approximately the 50% level of completion. Submit these to the City for review and comment. Refer to Attachment 2 for the proposed drawing list. For the 50% Design Submittal,the following steps are envisioned: • Prepare design calculations and perform sizing of facilities. Scope of Work Amendment 3 5 LJr' City of San Luis Obispo EXHIBIT A WTP Improvement Project B&V Project 132365 Contract Amendment No. 3 October 5,2004 • Actiflo® Installation Sequencing & Outage Planning Technical Memorandum (TM). Prepare a technical memorandum documenting the sequencing of installation and startup testing of the Actiflo®equipment, one 8 mgd train first, followed by the second 8 mgd train. It is tentatively planned that the first train will be installed in the direct filtration train involving shutdowns of Ozone Basin 2 and Flocculation Basin 2. The second train would then be installed in the conventional treatment train involving shutdowns of Ozone Basin 1, Flocculation Basin 1 and the Clarifier. Based on the selected sequencing scheme, the associated required piping and valves can be determined. ■ Solids Handling Alteratives Evaluation. Identify and evaluate alternatives, and assist with selection of the preferred scheme, for solids (sludge) handling relative to the Actiflo system process. Prepare a technical memorandum documenting the findings. Submit the TM for City review and concurrence. Note Concerning Solids Handling Design: No modifications are planned to be made to the existing sludge basins (ponds). • Design Modifications for the Addition of Actiflo®. Prepare layouts, sections and details, and technical specifications for: 1) facility and equipment demolition; 2) civil site modifications and site piping modifications; 3) structural modifications to the existing flocculation basins; 4) mechanical systems; 5) electrical systems; and 6) instrumentation and control (I&C) systems. Approximate drawing production consists of modifying six (6) existing drawings and preparing twenty (21) new drawings. It is assumed that the new electrical equipment and control panels can be located inside the adjacent control building. Consultant will assist the City to develop a suitable location for storage of microsand, including review of alternatives and, if-needed, design of an open-sided enclosure for weather-resistant storage. Special Note Concerning the Instrumentation & Control Design: Special attention is to be given to the integration of the Actio system into the existing RTP control system. The budget estimate presented herein is based on Kruger furnishing and programming its system using Bristol Babcock RTUs and Intellution HMI software. If Kruger furnishes its standard equipment package, it will be necessary for Consultant to perform the integration among different hardware&software packages during the field programming task • Flocculation Aid Polymer System Design. Prepare layouts, sections and details, and technical specifications for the selected flocculation aid polymer system; three(3)new drawings are estimated. The NWP pipeline is expected to be installed in Stenner Creek Road, immediately outside of the City's property line. This task is for the design and preparation of contract documents for a new pipeline located on the City's property that will interconnect the NWP pipeline with the WTP influent box. As a part of this, the three water supply pipelines (Whale Rock, Salinas and NWP)will be interconnected in the vicinity of the influent box such that either supply can be used individually or blended prior to entering the ozone contact basins. This work will be integrated with the contract documents being prepared for the WTP improvements so that there will be a single construction contract for all of the plant work. Task 560- Scoue of Work For the NWP Interconnection Pipeline,the following subtasks are envisioned: • Perform Routing Study & Alternatives Evaluation. Identify and evaluate alternative alignments for the interconnection pipeline. Identify and evaluate alternatives for the piping and valving modifications at the influent box to accomplish separation or blending of supplies. Prepare a TM to document the evaluations. Meet with the City to discuss the TM and select the preferred alternative. • Based on the preferred alternative, prepare the design, contract drawings and specifications necessary to integrate this part of the project with the rest of the project. Three (3) contract drawings are estimated (pipeline profile - 1 drawing; influent box revisions - 2 drawings). Submit these drawings with the 50% Design Submittal described for Task 550. Afterwards, prepare 90% and 100% Design Submittals as described for the remainder of the project. Scope of Work Amendment 3 12 City of San Luis Obispo EDIT A WT?Improvement Project B&V Project 132365 Contract Amendment No. 3 October 5, 2004 Task 810 - WTP Detailed Design — Other Plant Improvements Summary of Project Requirements This task is for the design and preparation of contract documents for other plant improvements. This work will be integrated with the contract documents being prepared for the WTP improvements so that there will be a single construction contract for all of the plant work. Task 810-Scope of Work For the other plant improvements, the following subtasks are included: 810.1 HVAC Improvements-Ozone Building Evaluate options to reduce heat levels in the Ozone Power Supply Unit Cabinets. Design cooling system and prepare drawings and specifications including power feed and controls. Confirm capacity of existing ventilation system to meet increased heat loads. A packaged cooling unit (e.g., by Hoffman) to cool the units' interior and discharge heat to the room is envisioned. 810.2 HVAC Filter Building Review options to provide HVAC for laboratory, offices and locker rooms in the Filter Building. Design HVAC unit and ductwork. Prepare drawings and specifications including roof plan, reflected ceiling plan, structural (for roof penetration), power feed and controls. A (f5 ton) rooftop HVAC unit mounted over the hallway between the lab and office is planned,with ductwork penetrating the roof to below the ceiling area and then routed into the lab and office over doorways/partitions. Return air cutouts can be cut above the door/partitions to send return air via the ceiling plenum back to the rooftop unit. A new heater is installed in the locker room. 810.3 HVAC Chemical Building Review ventilation issues in the Chemical Building and design a system to improve ventilation and reduce the impact of chemical fumes. Design ventilation system. Prepare drawings and specifications including a roof plan, louver design, structural (for roof penetration),power feed and controls. It is planned to install a rooftop ventilation unit on one end of the building and draw fresh air through a new louver to be installed in the existing window location. No hazardous classifications are believed to apply. Scope of Work Amendment 3 13 City of San Luis Obispo EXHIBIT A WTP Improvement Project B&V Project 132365 Contract Amendment No. 3 October 5, 2004 810.4 Chlorine Sampling Evaluation Relocate the existing chlorine analyzers to the Transfer Pump Station and Plant Water Service Pump Station. New sample pumps will be installed. The performance of the existing analyzers is unsatisfactory and they require high levels of maintenance; in addition, there is not adequate flow to the analyzer and to the lab. The sample pump will be upsized. The City desires a continuous lab sample as well. 8105 Emergency Power Evaluate modifications to the emergency power system to allow additional plant loads to be fed from the emergency generator in the event of a power failure. Additional capacity is expected to be available following the feeding of the plant water service from the Transfer Pump Station and Reservoir No. 2. Submit memorandum outlining the approach including order of magnitude costs. Develop drawings and specifications, including single line diagrams, evaluation of swapping existing transfer switches, and interlocking diagrams between transfer switches and loads. 810.6 Fluoride Feed System Evaluate approaches to improving existing the fluoride feed system such as a gravity hopper system, replacement pumps, and siphon breakers. Review availability of space and operational requirements. Prepare drawings and specifications for the installation of system improvements, including floor plans, piping plans, power, controls, structural (for floor penetrations) and phasing of work to minimize plant shutdown. 810.7 Ozone Diffusers Evaluate options for replacing deteriorating gaskets in the ozone diffusers. Research alternative gasket materials and pricing. Prepare drawings and specifications to allow the construction contractor to purchase and install new gaskets. 810.8 Wash Water Reclaim Pumps Design replacement of wash water reclamation pumps, motors and valves. Finalize operational criteria and develop drawings and specifications, including mechanical, electrical and controls. City may flush wash water return line prior to finalizing the pump sizing to determine the hydraulic capacity of the system. 810.9 Control Network Upgrade Evaluate options for upgrading the plant-wide control network such as installing fiber optic or CAT-5 cable. Develop drawings and specifications for upgrade throughout the WTP, including replacement of conduits where required.
