SUBJECT: $18,404 ALCOHOLIC BEVERAGE CONTROL GRANT ACCEPTANCE
CAO RECOMMENDATION
1. Accept Alcoholic Beverage Control mini grant award in the amount of$18,404.
2. Authorize the Chief of Police to execute all grant related documents.
DISCUSSION
The Department of Alcoholic Beverage Control (ABC), sponsored by the Governor's Office of
Traffic Safety offers grants of up to $20,000 to local law enforcement agencies to utilize the
Minor Decoy Program for an 18-month period from September.2004 through February 2006.
The grant monies come from the United States Department of Justice, Office of Juvenile.Justice
and Delinquency Prevention. The San Luis Obispo Police Department (SLOPD) submitted two
grant proposals for consideration in this competitive grant process, with the second proposal
selected for a grant award in the amount of$18,404.
This $18,404 grant will fund police officer overtime salaries and benefits for nine minor decoy
operations in San Luis Obispo over the next 18-months. The use of the Minor Decoy Program by
law enforcement in combating sales of alcoholic beverages to persons under the age of 21 years
is a significant and effective tool in reducing the number of licensees who sell alcoholic
beverages to minors. In addition to the grant funding, program training is provided by ABC and
investigators from ABC come to San Luis Obispo to work together with SLOPD officers, thus
increasing public safety staff resources in this community.
It is important to note that this ABC mini grant period runs concurrent to the Enforcing Underage
Drinking Laws (EUDL) grant of $75,000 that was accepted by Council on August 3, 2004 and
that these programs compliment one another. In March 2005, Staff plans to return to Council to
request approval to submit another competitive grant application to ABC in an effort to further
increase law enforcement resources to enforce underage drinking laws.
At this time, staff requests Council acceptance of the ABC mini grant award of $18,404 and
authorization for the Chief of Police to enter into a contract with the State and to execute all grant
related documents.

FISCAL IMPACT
Matching funds are not required. There is no negative fiscal impact.
ALTERNATIVE
Decline to accept grant award and do not participate in the Minor Decoy Program. Staff does not
recommend this alternative, as efforts to reduce underage.access to alcoholic beverages are
consistent with Major City Goals and Council adopted strategies to enforce underage drinldng
laws in this community.

Congratulations! Your agency has been selected by the Department of Alcoholic Beverage
Control to receive funding for your grant proposal for the Minor Decoy in the amount of$18,404.00. .
Your agency did an outstanding job of preparing your proposal.
A grant contract will be forthcoming within the next two weeks. The State of California does
not require a resolution from your agency's governing body.
We are planning a one-day mandatory training conference September 30, 2004, fot the agencies
in the south part of the state at ABC's Southern Division located at 17215 S. Studebaker Road,
Room 390, Cerritos. It is encouraged that your Project Director and officer assigned to the-grant
project attend this conference. The conference will be a valuable training experience in the proper
way to conduct a minor decoy operation. It will also be an excellent opportunity for the officers and
deputies from the grantee agencies to meet and share information. Registration will begin at 0800
hours and the class will run to 1500 hours.
There are several hotels in the area that give government rates, see attached for further
information. Each agency is responsible for make their own reservations. Agencies need to request
the government rate at the time of making the reservations. Due to the short time frame for
registering at the hotel,your prompt attention is appreciated.
It would be appreciated if you could please contact Katie Lenihan, Project Director, at(916)
419-2507, with the names of officers/deputies from your agency that will be attending the training
class by September 20,2004.
