Create a new Capital Improvement Plan (CIP) project to fund the Fire Station No. 1 Maintenance Facility Enclosure in the amount of $25,000 by transferring $11,362 from the Fire Station No. 3 CIP Driveway Improvement account and $13,638 from the Fire Station No. 4 CIP Access account. 2. Transfer the remaining balance ($20,375) in Fire Station No. 4 Access account to the CIP Reserve account. DISCUSSION Fire Station No. 1 Maintenance Facility Enclosure Proiect Staff is recommending a protective weather enclosure surrounding the apparatus and vehicle maintenance facility at Fire Station No. 1. The existing situation is a metal canopy adjacent to the fire mechanic's building with a chain-link fence around a storage area with no canopy. The metal canopy area is used by the fire mechanic to maintain, repair and overhaul large Fire Department apparatus. This area is currently not large enough to accommodate an entire engine or ladder truck; either the front or the back half of the apparatus is exposed to the weather. In addition, the existing building does not have enough room for the storage of tires or would not be suitable for hazardous materials storage. The chain-link fence storage area that has no canopy is used for storing new replacement tires, wood, metal, spare fire service ladders, and other maintenance required items. Not having these materials covered exposes them to continual damage from rain and sun and a potential environmental concern of run-off of uncovered solvents and hazardous containers. Moreover, there are certain supplies such as tires that need to be chained and covered. Staff has reviewed this situation and believes the best solution is to provide more covered work space for the mechanic by extending the canopy over the storage area, removing a portion of the chain-link fence and relocating stored items under a canopy. This will allow a fire apparatus to be completely out of the weather during maintenance and repair. Lastly, the perimeter of the canopy will be enclosed with metal walls to completely block wind, rain and sun providing a safer, drier work environment for the mechanic. It will also adhere to OSHA requirements and be aesthetically pleasing. Cj�, l Fire Station No. 1. Maintenance Facility Enclosure Page 2 Fire Station No.3—Driveway Improvements Proiect When the condominiums next to Fire Station No. 3 were being built, discussions were held with the contractor. The contractor provided for the concrete work and the driveway widening in exchange for a utility easement through adjacent City property. This resulted in a cost-savings of $11,362 to this project. All work is complete at this time. Fire Station No.4—Access A major City goal was the widening of Los Osos Valley Road from Madonna Road to Highway 101. Because of the Los Osos Valley Road widening project, access to Fire Station No. 4 was sometimes difficult and unsafe. The original goal of the CIP project (budgeted at $45,000) was to acquire safe access to the rear of Fire Station No. 4 and establish general site security. The simple solution for safe access became unattainable due to the location of utilities and trees. Alternate safe access solutions were estimated at a higher cost ($75,000), almost 100% higher than budgeted. Staff came up with a workable solution that widened the driveway and provided security. Site security was completed in June of 2004 at a cost of$10,987 leaving a balance of $34,013. ALTERNATIVES If the transfer of funds is not approved, this critical project will not occur. Uncovered materials will be exposed to damage from sun and rain.
